The Vendor is required to provide new mobile automated license plate readers (ALPR) equipment and a parking permit management system:
- Equipment and service requirements:
• Estimated quantity: the district currently has a need for 20 mobile ALPR readers for five (5) police parking monitoring vehicles – four (4) cameras per each vehicle.
• The district anticipates the need for four (4) additional mobile ALPR readers for installation on an additional vehicle which is planned for acquisition by June 30, 2026.
• Mobile ALPR cameras must be mounted on a police parking monitoring vehicle.
• Vehicle mounting infrastructure should be limited.
• Term: services and equipment updates shall be in place for an initial 5-year period, with options to extend term upon agreement by both proposer and district.
• Leasing options for equipment should be included in proposal.
• Leasing is preferred by the district over purchase of equipment.
- System requirements:
• Ability to monitor the status of a parking permit (paid parking session).
• Ability to integrate with district’s citation processing company for issuance of citations.
• Ability to do electronic chalking.
• Ability to do both manual electronic chalking and ability to monitor the status of a parking permit in a single transaction.
• Ability to monitor for scofflaw.
• The system must be compatible and able to operate on a dell latitude rugged 5430 device.
• The system must have data retention functionality to store data for a minimum of 180 days.
• Integration functionality to accurately retrieve data with:
1. Passport, Inc. – mobile payment application
2. Data ticket, Inc. – parking citation service
3. IPS parking meter system
4. Flow bird parking meter/pay station system.
