The vendor is required to provide to acquire a laboratory information management system (LIMS) for the management of motor fuel laboratory information.
- Responsibilities:
1. Project management requirements
• The contractor shall provide a project management plan describing their approach to managing and executing the work.
• This plan shall be developed in conjunction with com, after award of contract and prior to start of project.
• The contractor shall develop and manage a schedule that includes tasks and milestones, after award of contract and throughout implementation.
• The contractor shall manage project scope, risks, and issues.
• The contractor shall hold biweekly status meetings with com.
2. Global structure requirements
• Permission users can manage and update the information in the inclusions and the CMS system automatically applies it to the pages it is updated to.
• The system follows and supports section 508 of the federal rehabilitation act of 1973 and the web content accessibility guidelines per w3c for all webpages and new components.
3. LIMS feature requirements
• The system provides location-based inspection scheduling.
• The system provides an inspector dashboard with abilities to initiate and assign inspections, allow for client/sample attributes to be entered, allow for the application of a chain of custody.
• The system has a laboratory dashboard.
• The system provides a login for samples which includes barcode label generation with solvent-resistant decals/tracking.
• The system provides elements of quality control/assurance, with the ability to create charts and graphs and track and label duplicates, spikes, blanks, etc.
• The system provides for manual data entry.
• The system includes standard specification management designed specifically for fuels oversight based on EPA volatility classes and other similar standards specifications for each fuel grade with regional, state, and local (zip-code) variations including seasonal variations.
• The system provides a database for stop sale orders.
• The system can create notices for stop sale orders.
• The system provides a database for motor fuel complaints.
• The system can create notices for motor fuel complaints.
• The system can email notices or worklists internally and externally.
• The system can query test results and client databases using charts, graphs, and reports.
• The system can add and update clients.
• The system contains a data dictionary.
• The system provides the capability to import licensed and registered motor fuel accounts from comptroller of state mainframe, including account numbers, business names, address, fuel types, and fuel codes.
