RFP Description

The vendor is required to provide provincial Microsoft licensing agreement (the “master agreement”) is the negotiated terms that govern a common licensing transaction vehicle for agency.
- License administration and support (order accuracy, order placement, invoicing and reconciliation)
• Volume licensing administration and document management.
• Electronic contract creation, preparation, e-signature process support.
• Contract management: maintain contact information, accuracy, and relevance (current) - facilitate any updates with Microsoft operations.
• Help maintain customers licensing position report, maintain customer purchase history.
• License order processing and fulfillment: review orders for completeness and accuracy, submit orders to Microsoft.
• Finalize and execute the transition/implementation schedule to ensure that the ees agreements with the learning system are in place for June 1, 2025, to align with the term of the master agreement.
• Ensure that electronic product delivery is available and accompanied by order confirmation email notification within one (1) business day from the product order date.
• Designate dedicated account support.
• Ensure adequate and appropriate support for the learning system with transitions from on premises products to cloud based products.
- Licensing solutions services (use rights, service terms, tenant management, downloads, activations)
• Provide licensing solution proposal/quotes (SKU, license type, pricing, exceptions, and currency)
• Describe licensing options (program comparison and price analysis)
• Support license management and deployment:
1. Online services activation and tenant management: new orders, reservations, reconciliation and/or reductions
• Licensing and product use questions
• Communicate updates to customers regarding Microsoft products, licensing, programs, benefits, etc.
• Understand customer’s deployment roadmap and plan.
• Software asset management adoption and assessments.
• Asset profile, user profiles, student use benefit management
• Provide services that will help facilitate each learning system member’s planning, deployment, and use of the Microsoft suite of products.
• Adhere to the terms and conditions of the master agreement.
- Licensing sales detection/support (anniversary or renewal)
• Lead annual reconciliation, reservation, or reduction process.
• Complete annual update statement
• Facilitate renewal process
• Facilitate the customer’s adoption of leading technology.
- Liaise with Microsoft Corporation to ensure all paperwork required by Microsoft Corporation related to the contract is completed correctly, and in a timely manner to ensure there is no lapse in the master agreement or any break in service or delivery to the learning system during the term of the master agreement and/or the contract.
• Communicate with state education regarding any issues related to the provision or completion of these services.
• Provide support (email, telephone, virtual meeting software, etc.) to the ministries and the learning system for technical issues directly related to license acquisition support.
- Reporting services
• Establish, coordinate and attend quarterly meetings (e.g.; in person, through video/teleconferencing, etc.) with staff from state education and/or advanced education.
• Provide state education upon request, a report that provides information regarding the number of calls related to the master agreement including but not limited to school name, contact person, phone number, email address, inquiry date, description of issue, resolution and resolution date, status (open or closed).  
• A mutually agreed upon report template will be finalized with the contractor.
- Billing services
• Provide billing services directly to the learning system members.
• Provide split billing between education, advanced education, and other learning system members, as required.
- Value added services
• Provide the value-added services, as described in the contractor’s proposal and accepted by state education, when requested by learning system members.
• Any costs for these services shall be shown as separate items on a per FTE/EQU cost.
