RFP Description

The vendor is required to provide emergency medical services, to include the hospital emergency department, and into appropriate and less costly services that will provide substance withdrawal management services and connection to ongoing treatment.
- Provide substance use withdrawal management services at 3.5 and 3.7 American society of addiction medicine (ASAM) levels of care.
- The applicant is a sole proprietorship, general partnership, corporation, limited partnership, limited liability company, or limited liability partnership; or
- The applicant is a commission or authority established pursuant to applicable state law; or
- The applicant will be incorporated as such in state prior to entering into a contract with county.
- Staffing model designed to provide ASAM level 3.7 withdrawal management services;
- Adjust level of care to a 3.5 ASAM level, when indicated;
- Conduct on-site medical clearance for admission;
- Optimize drop-offs by law enforcement;
- The process for expedited trauma-informed entry including the physical location of where individual will be residing on-site while waiting for admittance;
- Innovative trauma-informed practices that are also based on excellent customer service that will be implemented to ensure all clients are treated with dignity and respect during the admittance and treatment process;
- Optimize drop-offs by emergency medical services (ems);
- Manage soiled and contaminated client clothing, upon admission;
- Procure prescriptions for clients, as well as store medications on-site;
- Prescribe and administer medications;
- Initiate medication assisted treatment for both withdrawal management purposes, as well as maintenance;
- Monitor client health and wellbeing during withdrawal;
- Optimize utilization of the facility at a minimum of 85% capacity;
- Infuse a recovery model into the treatment unit;
- Collaborate with the mental health treatment provider who will be co-occupying the facility;
- Plan, coordinate, and transfer ongoing care upon discharge, including any necessary medication; and
- Engage in ongoing, proactive messaging with stakeholders in the community to promote program benefits.
