RFP Description

The Vendor is required to provide environmental review consulting services to examine the potential cumulative impacts of three transit oriented developments (“TOD”).
- Traffic
• Study will need to be undertaken to understand the potential traffic impact of additional residential, hotel, retail uses, water borne activities and visitors on the safe operations of the intersections in the study area; as well as any potential changes in traffic patterns.
• As part of as part of the downtown revitalization initiative, the city has developed a pedestrian and cyclist infrastructure improvements plan extending from the train station, through the waterfront and connecting up to the downtown.
• This plan should be evaluated and incorporated into the traffic study.
• The city is concurrently engaging an urban design consultant to provide conceptual streetscape and public open space designs for the streets and areas in the study zone.
• The scold should include evaluation of impacts of the proposed conceptual plans.
- Parking
• Study will need to address how redevelopment of the city owned agency parcels will affect parking availability for commuters, residents, visitors, customers, and recreational participants.
• Shared parking and the effects on usage and management will be explored
• The study should encompass how the city may manage and operate the post-development parking lots.
- Storm water
• Study effects of redevelopment on storm water systems including capacity of existing systems.
• Identify areas through the ongoing public works infiltration and inflow (I&I) analysis to determine areas of storm water intrusion into sanitary sewers which if reduced would make available additional sewer capacity available.
- Flood plain and flood way
• Study site wide effects of development with regards to 100 & 500yr floodplains and flood way.
- Potable water
• Study capacity and condition of existing potable water supply to support redevelopment of project sites.
- Sewer
• Study capacity and condition of existing sewer to support redevelopment of project sites.
• Needs to be coordinated with underway upgrade projects.
• Determine if I&I elimination will make a meaningful change in sanitary sewer capacity.
- Lighting
• Study cumulative effects of lighting on scenic resources
• How could outdoor lighting be designed to create a cohesive or designed coordinated community-wide approach.
- Recreation resources & open space
• Impact of new development residents, customers or visitors on existing public recreational resources
• Impact of new recreational assets and planned open spaces.
- Aesthetic and view shed impacts
• Study the impact on view shed from land to the river and from the river and parks toward the new upland development.
