RFP Description

The vendor is required to provide grant management consultant services for include:
1. Develop grant policies and processes to ensure compliance and best practices
a. Needs assessment
• Evaluate existing authority grant management processes identifying strengths and weaknesses, compare to grant industry benchmarks, and provide a gap analysis report.
• Analyze organizational structure and existing team capacity (re: staffing level, general ability and capability) related to grant management.
• Assess compliance with the requirements of applicable federal and state regulations, including but not limited to identifying possible audit issues.
• Assist in the development of strategies for identifying grant opportunities including but not limited to whether authority should hire a consultant to assist therewith.
b. Grant management business process consulting
• Develop a comprehensive grant management system, including workflows and standard operating procedures for proposal development, review, submission, award management, reporting, and closeout.
• Develop operational processes using standardized tools and templates for use by the grant management team including, for example, developing and implementing internal controls and monitoring mechanisms to detect potential compliance issues.
• Assist in the implementation of the grant management system and any operational processes
• The implementation of the grant managements system and operational processes, train authority grants management team members, and any other authority team members as needed, on all aspects thereof.
• Provide advice and consultation regarding the overall strategic management of the grant management team including proactive strategies to secure future project funding.
• Establish tracking and reporting metrics (key performance indicators), including without limitation designing reporting templates.
• Provide recommendations regarding, and assist in implementing, proactive approaches to selecting the best subrecipients, including actions to be taken prior to grant application.
2. Provide compliance and oversight assistance with new and existing federal and state grants.
a. Grant compliance and oversight
• Ensure adherence to all relevant grant regulations.
• Review for potential compliance issues and make recommendations for resolving them.
• Provide recommendations and solutions for addressing subrecipient noncompliance.
• Support authority in a grant audit.
• Provide general consulting support and advice as needed.
