RFP Description

The Vendor is required to provide for grant consulting services on an “as needed” basis.
- These services will include grant research, grant writing, submission of grant applications, and program administration.
- Grant research and grant writing services:
• Research to identify grant resources including but not limited to federal, state, and local funding opportunities to support the city’s needs and priorities.
• Research grant opportunities identified by the city.
• Develop and maintain a pipeline of suitable grants aligned with the city’s strategic goals.
• Coordinate with the city’s administrator to identify projects compatible with available local, state and federal funding sources.
• Works with appropriate personnel to develop and expedite internal processing of grant proposals.
• Research and obtain necessary documents for grant applications.
• Provide general grant proposal writing services associated with the completion of grant applications.
• Preparation of grant applications and any other materials required for submission and consideration.
• This includes grant application narratives and data including, if necessary, charts, tables and diagrams to illustrate data.
• The grant consultant will provide the city with a draft of any grant application 15 days in advance of the application deadline for review and incorporate the city’s comments and/or edits into the application within 48 hours of receiving them.
• Solicit letters of support on behalf of the city in conjunction with grant applications, if needed.
• Support the submission process, ensuring all proposals meet funding requirements and deadlines.
- Program administration
• Assist in compliance of awarded grant.
• Act as a liaison between the city and state or federal agencies.
• Provide assistance in fulfilling the administration and reporting requirements of grants, to include progress reports, final reports, and all other required documentation.
• Knowledgeable and ability to implement and comply with the specific terms, regulations, and requirements governing the disbursement of federal funds, and as identified in 2 CFR part 200, as amended.
• Consultant needs knowledge of and is able to access online systems such as HEROS and DRGR.
• Review budgets and expenditures to ensure funds are being utilized in compliance with grant terms.
• Track awarded grants and ensure that project milestones are achieved in accordance with the grant agreements.
• Assist with any required audits or site visits as related to awarded grants.
• Meet with the city’s grants administrator monthly.
• Monthly reporting to the city: provide monthly reports summarizing the amount of time expended, describing activities undertaken during the previous month, and status of those activities.
