RFP Description

The Vendor is required to provide the benefits market, experienced in advising comparable public agencies and works well with various levels of city’s staff and management, in order to execute a contract for the provision of a benefits consulting firm to strategically plan, consult, implement, and support the city’s employee benefits programs, both current and future.
- Provide actuarial valuation services for other postemployment benefits (OPEB) in compliance with governmental accounting standards board statement No. 75 and actuarial review and consulting services for the city’s three defined benefit pension systems.

- Employee Dental – One self-insured dental plan that offers an in-network benefit and a Table of Allowance reimbursement for out-of-network providers.

- Provide an actuary that has a current membership in the academy of actuaries and experience in medical, prescription, and dental actuarial services for governmental entities.
- The benefits consultant assigned to this contract shall have a minimum of at least 10 years combined consulting experience in the procurement and administration of insurance products and programs for employees (including medical, vision, dental, disability, and life insurance) for governmental entities; the administration of cafeteria plans and flexible spending arrangements (such as dependent care and health care reimbursement accounts); and the identification of and compliance with all federal and state laws and regulations relevant to the administration of the aforementioned products and plans.
- Provide a secure claims data digital warehouse to the city for ad hoc use.
- Maintain a document repository.
- Assist with the implementation, management, and consulting of the city’s wellness and health management program.
- Develop a contractor management program for the city that will establish performance goals for benefit contractors and periodically measure contractors against these goals.
- Evaluate and develop a plan to address case management.
- Provide an employee education and marketing strategy for the city benefits program.
- Make recommendations to the city for selected contractors and product offerings.
- Provide plan education to the benefits advisory committee and city leadership.
