RFP Description

The vendor is required to provide that ADA transition plan services for a comprehensive evaluation of facilities, including buildings, parking lots, sidewalks on campus, and other accessible routes across campus, identifying and prioritizing barriers to accessibility at agency including aspects of accessibility tied to neurodivergence and lead an ADA transition plan project.
-It is agency intent to award one Firm based on their capabilities and ability to meet the needs of agency.
-Project management:
•Oversee all aspects of project planning, implementation, and compliance, ensuring alignment with ADA standards.
•Provide continuous communication with stakeholders, including monthly progress reports
-Meetings:
•Project kick-off meeting: Initial project meeting to outline objectives, roles, responsibilities, and timelines.
•Progress meetings: Regular updates on project progress, adjustments to timelines, and addressing of any issues.
•Engagement with a committee comprised of stakeholders
-Self-evaluation:
•Conduct a comprehensive assessment of current facilities and services, including:
oBuildings: Evaluation of all buildings across campuses at agency durham, manchester and concord for physical accessibility barriers as well as barriers tied to neurodiversity.
oExterior routes: Inspection of all sidewalks and pedestrian pathways within campus boundaries.
oTransit stops: Review of accessibility at all transit stop locations.
oParking: Assessment of all on-street parking within campus boundaries and evaluation of all parking lots.
-Development of transition plan:
•Grievance procedure: Update the existing compliant grievance procedure for accessibility issues.
•ADA public notice: Verify or create ADA public notices in line with regulatory requirements.
•Facility-specific reports: Provide detailed reports for each facility type, identifying accessibility barriers as identified during the self-evaluation. consider accessibility for physically disabled community members and guests as well as accessibility tied to acoustics, spatial sequencing, escape spaces, compartmentalization, transition spaces, sensory zoning, and safety for neurodivergent individuals.
-Included in these reports should be information about furniture, signage, and other aspects of an accessible space.
•GIS Database development: Creation of a comprehensive GIS database that logs barriers, assigns priorities, estimates remediation costs and includes mapping.
•Prioritization and cost estimation: establish a prioritized list of barriers and associated costs for remediation, supporting decision-making on phased barrier removal.
•Implementation schedule: Develop a phased implementation plan to remove barriers over a specified timeframe.
-Web application/dashboard development:
•Develop an accessible, user-friendly web application/dashboard allowing access to the GIS database, detailed facility reports, cost estimations, and prioritized barriers by facility type.
-Timing:
•the agency team will evaluate the proposals and determine next steps internally to secure the funding needed to move forward with the award of the associated project with that firm.
•it is agency desire to award and commence work as soon as possible, but the process of awarding the resulting work on the project may be delayed 6 to 12 months from proposal submission.
•The selected Firm(s) should:
oHave ADA transition plan experience for a multi-campus college or university and/or a multi-campus state entity.
oBe prepared to treat USNH with a high level of attentiveness, client service, and dedication.
oOffer competitive pricing and delivery of high-quality services.
-Have an understanding of/experience with universal design:
•Goals:
oDevelop a strategic partnership with Firm(s).
oIdentify and implement efficiencies.
oThorough, comprehensive ADA plan for remediating accessibility concerns.
-Contract Period/Term: 3 years
