The Vendor is required to provide legal representation in navigating tax credit awards in agency.
- Real estate, mixed finance transactions, land use, planning and zoning private partnering, complex financing, environmental and redevelopment issues and related matters.
- State and local government law and legislative issues (public records act, open meetings law, local government finance act, housing authority law), and related matters;
- Federal governmental law and legislative issues (department and executive branch rules and regulations and federal legislation) and related matters.
- Public financing, tax exempt and taxable multi-family housing revenue bonds, low-income housing tax credit matters and related matters.
- Taxation issues (federal, state and local) relating to real property, non-profit corporations, public corporations, real estate development partnerships, and related matters;
- Provide written legal opinions with respect to housing authority policies, procedures and transactions as they relate to development related activities.
- Review and interpretation of contracting (construction, architect/engineering, professional, general services, supplies, etc.) and procurement issues (department regulatory advice, solicitation procedures, bid protests, and other related matters.
- Preparation and applications for amendments to the housing authority’s certificate of public convenience and necessity.
- Familiarity with water rights transactions.
- Familiarity with county (preferred).
