The Vendor is required to provide legal services for the county government on an as needed basis.
- Provide timely and relevant legal counsel to the board of supervisors, county administrator, county constitutional officers, industrial development authority, sanitary authority, and various committees and commissions appointed by the board of supervisors.
- Attend and participate in regular and closed session meetings of the board of supervisors on an as-needed basis (averaging several times a year for the past five years); attend and participate in regular and closed sessions of other boards and committees on an as-needed basis (average once every two years).
- Advise the county of any changes in federal or state law, including court decisions, which may impact the operation of the county government.
- Prepare or review ordinances, deeds, contracts, agreements, leases, franchises, releases, legal advertisements/notices, and other legal documents on behalf of the county.
- Assists in personnel matters, including policy development, training, and interpretation; participate in grievance procedures when appropriate.
- Assists staff in the administration and compliance with public procurement and public financing.
- Advise and assist in the negotiation of contracts, leases, bonds, and bids.
- Represent zoning administrator before board of zoning appeals for appeals cases.
- Prosecutes violations of county ordinances and participates in legal proceedings necessary to protect the interests of the county.
- Manages any potential, threatened, or actual litigation, representing the county as counsel or engaging and coordinating with outside counsel when appropriate.
- Defends county employees in actions brought against them for conduct while in the line of duty.
- As requested, provides training to county staff, board of supervisors, and other appointed bodies on topics such as the act.
- Contract Period/Term: 3 years
