RFP Description

The vendor is required to provide meaningful language access services (LAS) in translation, oral and sight interpretation, and sign language interpretation for the department in educational, outreach, health, programs, benefits, and services to public health initiatives to people with limited english proficiency, non-English speaking people, deaf, deafblind, and hard of hearing people. ensuring language is not a barrier to access of services.
- These services are necessary for the purpose of providing critical and consistent information to limited english proficient persons, non-English speaking persons, deaf, deafblind, and hard of hearing persons.
- The LAS will promote and support department core values in providing equity and inclusion by Ensuring equitable services to persons of all language backgrounds, culture, and ability.
- providing translations, contractor will provide services which include creating, and maintaining language glossaries, developing, and reviewing desktop publishing for print and mobile-friendly files, and adhering to act compliance rules for projects which include print materials, videos, website content, publications, letters, forms, or other written materials.
- Include written translation, oral/sight translation, and oral/sight interpretation for the department in educational, outreach, health, programs, benefits, administrative hearings and other public health initiatives to people with limited english proficiency, non-English speaking people, deaf, deaf blind, and hard of hearing people, ensuring language is not a barrier to access of services.
- Translation services - oral
• Provide assistance in language translation and oral interpretation of all vital documents intended for use statewide, including essential public website content in at least the top five threshold (Spanish, Chinese, Tagalog, Vietnamese, Korean) or more of threshold languages spoken by persons with limited english proficiency.
• Translate all vital documents intended for use statewide, including essential public website content, into at least the top five threshold languages (Spanish, Chinese, Tagalog, Vietnamese, Korean) or more threshold languages spoken by persons with limited english proficiency in state, per most current census data.
• Provide translation, graphic, and pre-press services staff that have experience in translation and interpreting industry and specifically in the translation of health, public health, and education materials for official state of business and projects which include plain language material, brochures, social media posts, data briefs, patient and parent handbooks, flyers, press releases, health advisories, videos, website content, publications, letters, forms, vital documents, or other written materials (collectively referred to as “documents”) that target the population of limited english speaking people, non-English speaking people, and the deaf, deafblind , hard of hearing community, and the vulnerable and economically disadvantaged populations.
• Provide language translation and oral interpretation assistance and reasonable accommodations for employees, applicants, recipients of health, public health, language access services, social services, or participants of department sponsored events.
• Provide on-demand phone translation services for department customers.

o Id and password should remain constant across disease conditions, if possible.

• Provide language interpreters and translators who remain professional, respectful and act as a neutral party at all times.
• Review translations for errors in choice of words and phrases, syntax, and grammar.
• Provide language translation services based on words per year including, but not limited to the following languages.

• Translate documents from english but not limited to one or more of the languages listed above.
• Provide a native speaker or experienced certified translator who specializes in the requested language
• Interpreting and translating ideas related to health equity, public health initiatives, climate change, and public health programs.
• Be proficient in interpreting and translating ideas related to health equity, public health initiatives, climate change, and public health programs.
• Provide a second or independent translator with experience in translating health education materials, public health initiative material, and vital documents to review original translation, edit, and proofread.
• Keep translation of key words and phrases consistent with other department documents unless discussed and approved by the department and language access services (LAS) coordinator or designee
• Provide up-to-date culturally responsive and gender inclusive language, specifically when translating LGBTQ+, transgender, gender diverse, and intersex terminology.
• Translations should reflect department values pf promoting and advancing the well-being of diverse communities, through providing affirming, gender-inclusive language.
- Translation services - written material
• Provide written translations of source texts in one language into another language, as identified above, with the meaning and intent of the original text.
• Services shall include translation of documentation by at least one certified human linguist for each language translated.
• Provide act compliant documents translated into requested text output format.
o Translated documents shall be provided as word, pdf and/or other electronic media as requested. 
o Provide act compliant translations based on the requirement of the act and web content web content accessibility guidelines (WCAG) for languages under the RTL (right-to-left) and LTR (left-to-right) writing systems 
o Documents may include but are not limited to written, web pages, and other electronic media. 
o Documents may consist of, but are not limited to:
▪ Virtual agent surveys,
▪ Program call scripts,
▪ Program field names and values,
▪ Reference guides and manuals,
▪ School and shared portal for outbreak tracking (spot) templates and miscellaneous documents.
• Provide a native speaker experienced certified translator with knowledge and experience in providing translations in non-English in easy-to-read (plain language) text at a reading level equivalent to that of the original document. ensure translations are verbatim in context, including gender neutral and clear and simple plain language.
• Translations are to be understood by readers with an 8th grade education.
• Provide reverse translation services by translating into english, the documents received by the department LAS program that are written in a language other than english.
• Proficient written translation services in one or more languages listed above for up to two (2) documents per meeting or request, based on cost per word.
• Provide translation, graphic, and pre-press services staff that have experience in translation and interpreting industry and specifically in the translation of health, public health, and education materials for official state of business and projects which include plain language material, brochures, social media posts, data briefs, patient and parent handbooks, flyers, press releases, health advisories, videos, website content, publications, letters, forms, vital documents, or other written materials (collectively referred to as “documents”) that target the population of limited english speaking people, non-English speaking people, and the deaf, deafblind , hard of hearing community, and the vulnerable and economically disadvantaged populations.
• Provide language translations which require special foreign language fonts must be provided in requested native format.
- Interpretation services (oral and sight)
• Provide support services to department by providing oral multilingual interpretation (simultaneous and consecutive) services in a variety of settings involving spoken communications from one source language to the target language, as identified above.
• Provide interpretation of all vital documents intended for use statewide, including essential public website content, into at least the top five threshold (Spanish, Chinese, Tagalog, Vietnamese, Korean) or more threshold languages spoken by persons with limited english proficiency, including asl in state, per most current census data.
• Provide sign language interpretation and oral interpretation services in any spoken language, upon request for all public contact, including sight translation. sight translation refers to interpreter reading material written in one language aloud or signed into another language.
• Provide asl and other sign languages and oral interpretation assistance and reasonable accommodations for employees, applicants, recipients of health, public health, language access services, social services, or participants of department sponsored events.
• Provide asl and other sign language interpretation and oral interpretation services in any spoken language, upon request, for all public contact, including sight translation of vital documents.
• Provide assistance in asl and other sign languages and sight and oral interpretation and translation in internal and external meetings, training sessions, conferences, and other department sponsored events.
• Provide real-time captioning by computer-assisted real time transcription (cart) and real-time full-motion video and audio over a dedicated high-speed, wide-bandwidth video connection or wireless connection that delivers high-quality video images that do not produce lags, choppy, blurry, or grainy images, or irregular pauses in communication.
