RFP Description

The Vendor is required to provide for a comprehensive cloud-hosted and vendor managed data warehouse, user user-friendly reporting dashboard that can be formatted for various stakeholders and enhance district school student information system (SIS) learning data for the schools.
- Establish a comprehensive, single-source critical longitudinal data store for demographic, assessment, attendance, behavior, enrollment, graduation, and other information.
- Facilitate connections between the district’s data and third-party applications and third-party data sources (assessment data) through an operational data store, ensuring that data produced by those systems is collected and housed permanently within the data warehouse.
- Develop a reporting solution with pre-configured dashboards, flexible and customized reports, and user-friendly dashboards, reports that allow easy access to information within the data warehouse, and promote faster, more accurate diagnosis of strengths and gaps across the system, and facilitate classroom, school, and district-level decision-making.
- Enhance data quality of PowerSchool and other sources of information within the district to verify data sent to internal and external sources, specifically data utilized for accountability and funding purposes.
- Data Integration Requirements
• Ability to connect to PowerSchool sis, schoology learning data, and other departmental systems (i.e. transportation/food services) and to ingest a minimum of 7 years of historical data (pre-COVID to present data).
• Ability to provide data congruence across LMS, sis, and analytics platforms while providing consistent terminology and access to all cross-domain data for correlation and a unified user experience.
• Ability to schedule automated imports of data from other systems.
• Ed-fi compliant.
• Family education rights and privacy act (FERPA) compliant.
• Ability to provide transactional data analysis and business analysis tools.
• Ability to import data to perform complex analyses.
• Ability to provide a hosted and managed within the continental united states.
• Ability to provide a secure means (e.g., SFTP) of data exchange for ingesting and exporting data.
• The solution must include security features such as role-based permissions that structure who can view and edit data.
• The solution must support TLS 1.3 encryption or greater for any data transfer.
• The solution must accommodate oauth2 authentication with Microsoft 365.
• Ability to provide routine backups of data (on a set schedule) and migrations for disaster recovery as agreed upon by county schools and vendor and access to this data in case of disaster.
• Ability to partner with district to inventory and prioritize data for migration into the warehouse and display on dashboards.
• Ability to develop/provide target mapping and data dictionary for the warehouse that includes a definition of each element and frequency of update.
• Ability to provide routine data transfer for operational data.
• Ability to develop a pathway for migration of historical data from pre-existing district programs/databases.
• Ability to take a snapshot of data on a given day and export the data.
• Ability to schedule an automatic snapshot.
• Ability to choose specific data included in snapshot (OCR, 45th day, etc.)
• Ability to manually import data.
• Ability to export data in multiple formats such as excel, csv, tab delimited, etc.
• Ability to clean data. - Ex. matching sat and act data with correct students
• Ability to respond to queries over large data sets quickly.
• Being able to filter on any piece of assessment data by any piece of demographic data.
• Ability to create groups of students within certain programs or groups (sped, afterschool, athletics, MTSS, etc.)
• Ability to share reports with users based on their permissions.
• Ability to connect third-party data analysis tools (i.e. SAS).
- Data dashboard requirements
• Ability to provide out-of-the-box dashboards and data visualizations across all data domains.
• Ability to provide configurable dashboards for enrollment, attendance, behavior, discipline, academics, and assessment.
• Ability to automate the reporting of longitudinal data and align data to strategic plans.
• Ability to provide stakeholders with actionable insights around access, engagement, and student outcomes across digital learning.
• Ability to use pre-built configurable and continuous improvement workflows to communicate progress to stakeholders.
• Ability to provide stakeholders with a one-stop shop for digital history of each student that includes attendance, academics, behavior, assessment, and more.
• Ability to allow for disaggregation of data at the student, classroom, school and district-level as well as custom sub-groups.
• Ability to provide reports of trend data over time and in comparison, to targets and/or benchmarks.
• Ability to provide longitudinal data reports for all assessments with custom sub-groups.
• Ability to provide data visualizations to various stakeholders.
• Ability to compare multiple data elements from multiple assessments (ex. state ready math level 1 by teacher with star, EOCEP, and benchmarks).
• Ability to filter on all data elements (ex. how special education students performed on EOCEP, length of time students took to complete the agency writing test).
• Ability to provide the below reports/dashboard tools:
○ Process student graduation rate
○ Student graduate indicators
○ Student seals of distinction data
○ Goal for ml student progress based on year(s) in program and entering access score.
○ Pre-accountability dashboard
○ State accountability school report card prediction
○ Student final grades.
○ Superstore results for act, sat and SCCRT
○ List of students who have an IEP, 504, or ILAP
○ Identify at-risk students and the ability to define what the at-risk category(s) are.
○ Teacher classroom reports.
○ Testing the history of students.
○ Current test year results.
○ Enrollment in special programs.
○ For current year of students and last year’s students.
• Ability to review student assessment and demographics in one dashboard.
• Ability to provide ml (English for speakers of other languages) progress monitoring.
• Ability to track progress on student learning objectives.
• Ability to track gifted and talented students and determine if they are being served.
• Ability to transfer assessment data from one school to another when a student moves.
• Ability to create student groups based on student id, demographic criteria, program enrollment, or other custom groups.
• Ability to notify/alert employees when new specified student indicators have changed.
• Ability to identify data problems in PowerSchool based on custom business rules.
• Track data issues over time to identify processes for improvement.
• Automatically notify and alert employees when data needs to be fixed.
• Ability to compare data quality in schools and departments over time.
• Ability to automatically schedule reports to be generated on a specific timeline.
• Ability to create ad-hoc reports.
