The vendor is required to provide the leisure centers for potential naming rights opportunities.
- Potential naming rights opportunities exist not only for the leisure centers proper, but also for amenity spaces offered within each facility (“subcomponents”):
1. The existing leisure centers subcomponents include:
• 50 m competitive pool;
• Family pool and warm-up pool;
• Fitness centers;
• Walking track;
• Multi-purpose room; and
• Child minding space.
2. It is anticipated that the new leisure centers subcomponents will include:
• Pool(s) for lane swimming, lessons and leisure activities;
• Gymnasium space;
• Fitness and weight room;
• Multi-purpose room; and
• Childminding space.
- Task 1 – city asset assessment, valuation, and report
• Participate in a preliminary consultation and on-site tour with city representatives prior to completing the leisure centers valuations and producing the valuation report.
• Provide a comprehensive assessment, valuation and report for the leisure centers, including all subcomponents for which naming rights are being considered, in an objective and competent manner.
a. The comprehensive valuation report must include, but may not be limited to:
• A description of the leisure centers and subcomponents for which naming rights are being considered;
• Examples of known market values for similar facilities in the country market (government and private sector);
• Documentation of potential challenges or issues with the sale of naming rights for the leisure centers and proposed strategies to mitigate these challenges;
• Environmental scan such as economy, precedents, trends and other factors that may impact this opportunity;
• A description of the valuation methodology, including the methodology used to arrive at the estimated value and any assessment factors unique to the city and saskatoon market and how the value was determined;
• A summary of findings including the potential and recommended value for the leisure centers and subcomponents; and
• Findings must include specifics for the leisure centers related to assessed value and a description of how the leisure centers or subcomponents can be leveraged through a naming rights agreement and the approximate costs to activate and implement the sponsorship agreement.
- Task 2 – development of strategy and marketing plan
• Develop and provide a comprehensive naming rights strategy and marketing plan based on the approved valuation report.
• The strategy and marketing plan must include, but may not be limited to:
o The identification of industry sectors and individual organizations as candidates to provide naming opportunities for the leisure centers and subcomponents;
o Recommend best practices to maximize and sustain revenue;
o Specific recommendations including the length of naming rights term and other potential benefits for naming rights partners;
o A description of strategic considerations for pricing; and
o Managed timelines for the marketing and execution of the proposed strategy for the leisure centers and subcomponents.
- Task 3 – strategy execution
• Initiate, implement and execute the strategy and marketing plan and engagement with prospective naming rights candidate(s) for the leisure centers and subcomponents;
• Lead the negotiation process with potential naming rights candidate(s) on behalf of the city.
• A city representative will participate in all negotiation meetings to provide input on potential terms and conditions ensuring they can be fulfilled by the city;
• Prepare regular written progress updates for the city on a monthly basis;
• Negotiate key terms and conditions with the naming rights candidate(s) including the proposed term, proposed fee and defined list of rights and privileges.
• These key terms and conditions may require the approval of city council prior to proceeding with the negotiation of agreement(s);
• Provide to the city, in writing, the negotiated terms of the naming rights agreement(s) for preparation of the naming rights agreement(s) by the city solicitor’s office;
• In collaboration with the city representative, review the draft naming rights agreement(s) developed by the city and provide feedback to ensure the agreement(s) accurately reflects the negotiations;
• Finalize the agreement(s) negotiations with the naming rights candidate(s), subject to city council approval; and
• Provide the city with an electronic post-award summary, including any recommendations for future projects, market changes or other lessons learned from the transaction.
