RFP Description

The Vendor is required to provide to obtain information on the provision and facilitation of a human and organizational performance (HOP) training program, with learning materials and consultation services, on hop practices for injury prevention and accident investigation, and to solicit additional guidance, input, new ideas, and best practices which may be used.
- Provide information related to HOP training program consultation, development, administration, and reporting, including other current and commercially available technologies collectively referred to as the “suggested Solution”:
• Method to develop and deliver training and sustainable learning materials.
• Provide any relevant statistics around how solution reduces accidents and injuries, equipment damage, claims for compensation, and litigation.
• Collaboration with labor partners and outside contractors.
• Stakeholder notification process and procedure.
• Operational learning integration, implementation, and process, including any relevant interface with safety by design and safety management system principles.
• Marketing of program to department employees.
• Reporting: detailed incident and case reporting capabilities, including trends analysis.
• Support and training: availability of training and ongoing support from the vendor.
• Provide a high-level estimate of each service provided, for budget purposes.
• Reducing injuries, accidents, and illnesses in the workforce.
• Identifying human error triggers and opportunities for reduction.
• Implementing controls and correct behaviors that contribute to injuries and accidents.
• Facilitating root cause analysis and resulting recommendations.
• Evaluating strategies for discipline when appropriate.
• Identifying injury and incident trends.
• Improving timeliness of incident and accident investigations.
• Centralizing injury/incident reporting.
• Reducing litigation and liability for claims.
• Provision and delivery of HOP training, in-person and online, using digital and physical mechanisms, including slide decks, video, and paper manuals.
• Tailoring of curriculum based on participants’ span of control, including an executive session for the leadership team, instruction for frontline supervisors, and train-the trainer instruction for implementation of a long-term, sustainable hop program.
• Consultation and recommendations customized to agency unique workforce which engages in high-hazard utility work, including working with high voltage, heights, underground, in confined spaces, heavy duty equipment, construction, and land movement.
• Consultation and recommendations relevant to agency public safety and contractor safety/multi-employer worksite considerations.
• Review of relevant policies, programs, and procedures for opportunities to include hop fundamentals as they relate to injury prevention, accident investigation, root cause analysis, and any resulting discipline.
• Selecting and scheduling the course instructor(s) for the date and location of each training.
