The vendor is required to provide that consulting services to monitor drug and alcohol policy and testing compliance for around-the-clock service on certain routes
- Agency has 1,868 buses that operate 127 routes and 1,514 route miles. buses make about 15,943 trips a day and serve 10,633 bus stops.
- On the rapid transit system, agency 1,480 rail cars operate eight routes and 224.1 miles of track.
- Agency trains make about 1,888 trips each day and serve 145 stations.
- A "safety-sensitive function" means any of the following duties:
• Operating a revenue service vehicle (including when not in revenue service).
• Operating a nonrevenue service vehicle when required to be operated by a holder of a commercial driver's license
• Controlling dispatch or movement of a revenue service vehicle.
• Maintaining (including repair, overhaul, and rebuilding) a revenue service vehicle or equipment used in revenue service.
• Carrying a firearm for security purposes.
- Monitoring of each contractor who performs safety-sensitive functions as defined herein, shall include, but is not limited to:
• Reviewing drug and alcohol policy statement.
• Conducting on an annual basis, one (1) off-site and one (1) on-site audit of:
o Policy and program implementation procedures
o All documentation related to testing records and reports
o Record keeping procedures
o Mis reports
o Employee/supervisor drug and alcohol education and training records
- Services:
• The services to be performed by the consultant shall include, but not be limited to the following:
o The primary contact with the agency project manager and shall coordinate the furnishing of all specified services.
o It is expressly understood that any change or substitution of personnel requires the written approval of the agency project manager
o He designated contractors' drug and alcohol testing policy, and procedures concerning compliance with all applicable express and implied department of transportation/ federal transit administration (DOT/FTA) drug and alcohol testing rules and procedures.
o Consistent in content and format with the current FTA substance abuse management oversight program questionnaires, as from time to time amended or revised.
o Quarterly and annual year-to-date reports of monitoring activities with detailed reports on each contractor and support services vendor monitored.
o Reports should include detailed corrective action plans and follow-up findings on contractor/lessee/sub recipients and support services vendor found to be out of compliance with federal drug and alcohol testing rules
o To specific contractor and support services vendor issue or contract monitoring in general, when necessary.
o To confer electronically or by telephone with applicable agency personnel concerning issues specific to contractor and support services vendor compliance or other issues relative to the performance of a safety-sensitive function or compliance with dot/FTA express and implied drug and alcohol testing rules and procedures.
o Other duties as may be assigned for the efficient monitoring of contractor compliance with the DOT/FTA drugs and alcohol testing rules and procedures.
o The event the FTA conducts a substance abuse management program compliance audit or other administrative or legal matters concerning oversight of dot/FTA'S drug and alcohol policy and testing program rules.
o The consultant may assist agency project manager with the gathering and/or providing materials requested by the FTA for an audit, may be required to travel to agency field locations FTA chooses during such audit, and would also assist agency staff with resolving any audit findings.
