The vendor is required to provide a one-stop shop query database to facilitate the department with criminal investigations and background checks via a criminal justice information system secure web portal.
- The web portal shall meet the following requirements:
• Provide as close to real-time incarceration and arrest information, including photos.
• New or updated data shall not be older than ninety (90) days or be as recent as possible.
• The department shall have the ability to use this information to create photo-lineups in the format used by the department.
• The photos shall be no less than 640 x 480 pixels and standard format (e.g., jpg, tiff, etc.), or at least the same size and resolution from the contractor’s source of the photo.
• Two (2) sets of photos shall be available; one (1) set that prints with the biographical data (e.g., date of birth, height, weight, etc.), and another photo of the same person without any identifying data.
• Additional photo images shall be available, such as, but not limited to, mug shots and sex offender registration photos, driver licenses, etc.
• Provide other licenses, to include, but not limited to, drivers, professional, federal aviation administration pilots, hunting/fishing, concealed weapons Permits, voter registrations, federal firearms and explosives, drug enforcement administration-controlled substances, etc.
• Allow department to link search information such as, but not limited to, addresses, businesses, driver's license numbers, email addresses, etc.
• Phone data shall be available for cell phones, VoIP phones, landline-type phones to include carrier information (commonly referred to as reverse phone lookup).
• Also, provide subscriber information and international mobile equipment identity (“IMEI”) validation tools for cell phones and non-published numbers.
• Ability to quickly process large lists of phone numbers and display the results of the search in real time.
ability to translate phone numbers to location mapping (geo-location mapping).
• Allow the data that department is looking for to automatically be mapped on google maps® and provide as much detailed information as possible for the surrounding areas including businesses and types of businesses.
• Allow department to setup automatic alerts and monitors for specific people, entities, and areas (geo-fencing).
• E.g., department would be able to set geographic areas to see the various analytical information available in that area.
• This could include, but is not limited to, social networking, map information, etc.
• Provide a comprehensive report that details all utilities that the department may be looking for.
this includes, but is not limited to, electric, gas, and cable companies.
• Provide non-federal credit reporting act (“FCRA”) criminal-investigation solution, e.g., include credit-header data from Experian, Transunion, and Equifax.
• Provide court records, to include, but is not limited to, bankruptcy; county, state, and federal court civil records; county, state, and federal criminal court criminal records; marriages and divorces; foreclosures; liens and judgements; department of corrections; county arrest records; and sex offender registry.
• Provide healthcare entities, to include, but is not limited to providers, provider sanctions, directory of medical licenses, medical professions providers, medical professions specialties, and medical professions hospitals.
• Provide real-time vehicle registration data.
• Provide asset information on personal and business assets, e.g., motor vehicles, watercraft, property assessment, property deeds and aircraft.
• Provide national and international business information, e.g., full legal corporate name, address, contact info, etc. international business information from news publications is acceptable.
• Provide a dashboard that allows department to search social media networking sites to include, but is not limited to, blogs, vlogs, and watch lists.
• Provide email and virtual identity reports from various social networking sites.
• Provide the ability for department to run additional/further searches from within search results without having to leave the current interface being used.
• Resulting reports shall provide for the most likely relevant information to appear at the top.
any "source data" that is provided, shall have the dates, and times if available, to indicate the age of the data.
• The date and timestamp on the data shall show when the data was reported to the "source" and not the time the data was updated within the date and time the vendor updates its records.
• The "source data" date and time shall be on the report.
• The interface shall allow the department administrator to limit user profiles, reset passwords, and change users as needed.
• Department shall be able to create its own customizable reports and templates. the location from where the data was pulled shall be identified on the report in a heading format.
• Provide an area that will allow the user to save data, link data, and look at mapped data in one location to make suspect and accomplice, friend and foe, etc. connections.
• The data provided shall be exportable, drag and droppable, or somehow be integrated into analytical tools such as i2 analyst notebook, Palantir, excel or other microsoft product for presentations and further in-depth analysis.
• Google maps® compatibility to visually display the location of suspects and accomplices and any other location information found in the report.
• The web-access shall be compatible with google chrome, internet explorer, and Firefox, and the most current internet browser being used by department at the time.
• To be compliant with the criminal justice information services (“CJIS”) requirements, the website shall require two (2) authentication steps, such as username and password.
