RFP Description

The Vendor is required to provide design services for animal shelter addition, however additional services may include design, plans, permitting, for other projects involving existing buildings in relation to this project.
- The design and construction services will include and must comply with the following specifications and standards:
• building codes: all designs must adhere to the state building code and any local amendments or requirements set forth by county.
• ADA compliance: the design must fully comply with the act to ensure accessibility for all visitors and staff.
• Humane shelter standards: designs must follow the guidelines and recommendations from the association of shelter veterinarians (ASV) and the city society for the prevention of cruelty to animals (ASPCA).
• Environmental standards: the project should seek to incorporate environmentally sustainable practices as outlined in the LEED (leadership in energy and environmental design) certification guidelines.
• Materials: the use of durable, low-maintenance, and non-toxic materials that provide a safe environment for both animals and humans is required.
• County systems: design for climate control and proper ventilation to create a healthy environment for animals and visitors.
• Electrical and lighting: adequate lighting must be designed to meet safety and operational needs while utilizing energy-efficient fixtures.
- Pre-Design Phase:
o Conduct site analysis and review existing structural conditions.
o Provide the results of the site analysis report to county staff and if needed the board of commissioners.
o Engage with county stakeholders to understand the programmatic requirements of the expansion.
o Prepare an educational campaign to help staff understand the design process and gather input.
- Design development:
o Develop schematic design concepts that align with the project goals and present on these to county staff and if needed the board of commissioners.
o Prepare detailed drawings and specifications for all proposed additions.
o Have the availability to provide 3d visualizations or renderings to assist with the presentation of design concepts.
o Keep a summary report of design options and stakeholder feedback.
- Construction documents:
o Prepare detailed construction documents for bidding that comply with federal, state, local code and regulations.
o Provide specifications for all materials, systems, and equipment that will be used in the construction.
o Complete set of construction documents including site plans, architectural drawings, and specifications, providing access and copies to these documents when requested.
o Cost estimate for the construction based on the documents submitted.
- Bidding and negotiation:
o Assist county in obtaining a vendor list of contractors.
o Evaluate bids on government and provide recommendations for contractor selection; county will be using government to release bids, receive submittals and evaluate; company must be willing to be a collaborator through the system.
o Work with county purchasing officer to affirm compliance with state general statutes, hub participation and publication of bid on government.
o Recommended contractor(s) along with the justification for selection.
- Construction administration:
o Provide oversight and administration during the construction phase, including regular site visits,
o Documenting the progress and any issues encountered.
o Review contractor submittals and respond to change orders, routing these to the county project lead.
o Ensure compliance with the specifications and quality standards throughout the construction process.
o Responses to county request for information and updated shared construction documentation as necessary.
- Post-construction services:
o Perform a final inspection of the project and prepare a punch list for any remaining work.
o Provide as-built drawings and documentation upon project completion.
o Final inspection report and signed off punch list.
o Warranty information and maintenance recommendations for all materials and systems, provided electronically.
