The Vendor is required to provide a advisory, audit, and training support services for implementation of digital accessibility standards; consultant will work closely with the IT staff and other stakeholders to iteratively assess the current state, make recommendations for remediation and policy, and develop training plans for digital accessibility.
- It’s embedded in the IT strategic plan, web content editor training, the city brand guide, and our content management system (Drupal). We have several digital accessibility and usability subject matter experts (SMEs) on staff. We also improve our website's accessibility and usability with regular monitoring and updates using third-party software.
- Information may guide proposals, the vision, strategies, and requirements will be fully developed through the implementation.
- Training Plan Development (provide an hourly rate and proposed number of hours) Support IT in developing training plans for content editors, IT staff, and other City staff.
• Accessibility training development support (as needed); may include training delivery (virtual or
on-demand) for:
oDocument accessibility.
oVideo and audio captions and transcripts.
oSending accessible emails.
oOpportunity may arise for other topics (at hourly rate).
• Review the City’s existing content editor accessibility trainings and provide recommended improvements.
• Enterprise-wide accessibility training plan development (may be virtual or on-demand).
oWork with sponsors and stakeholders to develop an enterprise-wide training plan, incorporating:
oTrain-the-trainer
oGeneral staff training
- Consulting Services (provide an hourly rate and proposed number of hours)
• Strategic planning for long-term accessibility compliance.
oArchiving guidance and plan development.
oDigital accessibility policy support. IT is partnering with the Paragon Policy Fellowship for digital accessibility policy recommendations. The consultant will incorporate that into policy guidance for digital accessibility.
oProcurement, contracts, and acquisition processes.
oStakeholder commitment and strategic alignment; possible role forecasting.
• Remediation consulting: Provide limited support for IT staff as they remediate issues.
- Website Accessibility Audit
Perform an accessibility audit of the City websites. Assess compliance with Web Content
Accessibility Guidelines (WCAG) 2.2 AAA standards. Assess usability for users of assistive technology.
• Manual testing (25 webpages)
oThe City will provide 25 webpage URLs for manual testing and review. Pages will include a design component library, forms, and an email message.
oInclude functional and usability testing for keyboard users and a variety of assistive technology, such as screen readers and adaptive controllers.
- Assign a central point of contact.
- Identify stakeholders, confirm availability and schedule staff for meetings.
- Schedule rooms or online meetings as necessary.
- Provide workspace or conference room, when required by consultant, to meet project goals.
- Provide information and approvals as required.
- Training Plan Development:
• Provide an example of a detailed accessibility training plan.
• Provide examples of training materials (presentations, handouts, exercises, assessments, job aids, etc.).
o Explain your experience with training modalities (virtual, hybrid, in-person, webinars, etc.).
• Place emphasis on practical application of accessibility standards and best practices in a public-sector context.
- Consulting Services:
• Describe your consulting experience with:
o Supporting organizations with document accessibility strategies.
o Digital accessibility policy development and strategic planning.
o Procurement, contracts, and acquisition processes.
• Provide examples of deliverables you have produced (reports, implementation plans, accessibility policies, etc.).
• Describe how you assist government organizations in meeting legal and ethical obligations for digital accessibility, including applicable laws and regulations (Americans with Disabilities Act (ADA).
- Website Audits and Reports:
• Describe your process for conducting accessibility audits.
o Include the tools, technologies, and methodologies you use.
o Describe your methods for both automated and manual testing.
• Describe how you provide reports of audit results.
o Explain how you prioritize issues.
o Describe your quality assurance processes to reduce false positives.
o Provide an example report of an accessibility audit.
• Provide examples of the types of remediation assistance you can provide.
