RFP Description

The Vendor is required to provide a management consultant to assume the executive director position, providing direction and leadership for the execution and achievement of the association regional training group strategic plan and subsequent long-term regional training needs.
- Duties and responsibilities shall include:
• The group executive director provides routine written and oral reports of group performance, completed work, expectations and forecasts for optimal performance of regional training efforts and anticipated issues to agency and the group JPA signatory agencies.
• The executive director oversees and provides management and direction for a group intelligence chief, six regional training officers (sworn & non-sworn) a planning coordinator, and a part time management analyst which make up the regional training group.
• Maintains communication and collaboration with the training coordinators of six (6) regional training centers, three satellite training centers and any future training sites.
• The executive director will actively engage, lead, coach, and develop all staff members.
• Constantly assesses the group performance against strategic objectives within the strategic plan, adjusting as needed to stay on course.
• Develops short-term and long-term strategies that align with the Group mission and vision while providing clear direction to Group members.
• Anticipates future trends and challenges, providing a roadmap that keeps the Groupon course and also plans for growth and sustainability while developing and leads the strategy of the Group within the broad context of the training strategic plan.
• Ensures the regional training programs are designed in a manner to meet the organizational goals and objectives.
• Provides recommendations to the agency executive board of directors regarding the Group annual budget.
• Maintains official records and documents to ensure compliance with federal, state and local regulations.
• Evaluates the training programs implemented by the Group.
• Guides the group in responding to emerging issues, trends and significant developments in fire service training.
• Collaborates with and effects positive and professional relationships with all stakeholders, partners, and auxiliary organizations.
• Promotes an organizational culture that fosters passion for the mission, cooperation, open and frequent communication and teamwork, working towards the organization’s vision, goals, and objectives.
• Advocates for the agency regional training program with federal, state and local officials, labor groups, institutions of higher learning and private industry to continually enhance regional training.
• On a monthly basis, provides routine written and oral reports of group performance, completed work, expectations and forecasts for optimal performance of regional training efforts and anticipated issues to all twenty-nine (29) member fire agencies.
• Attends meetings as requested and required as well as continually reviewing and evaluating the progress of all projects.
• Grant administration and management.
• Monitors and evaluates all critical facets of group training deliveries.
• Possesses the ability for the group to be agile and to pivot priorities and work assignments while producing outstanding training deliveries in compressed time frames. (Safety stand downs, training & communications)
• Sets clear, measurable goals and performance targets to group members which creates alignment, ensuring everyone works toward a common purpose.
• Establishes an environment of accountability and performance.
• Provides opportunities for group members to take ownership and make decisions within their areas of expertise.
• Provides financial and operational oversight that guides the group through the complexities of fiscal grant management and operational excellence while overseeing the group budget and ensuring operational efficiency.
• Ensuring that the group operates within the bounds of legal and regulatory frameworks, maintaining transparency and integrity in all financial practices.
• Fosters stakeholder engagement and manages expectations by understanding and addressing the concerns and expectations of various stakeholders through active listening and responding to align the group strategies with stakeholder needs.
