The vendor is required to provide of a fire management plan and a prescribed burn plan.
- The fire management plan will be a site-wide assessment of agency, assessing current conditions, and recommending short-term and long-term strategies for fuel reduction and fire management.
a. Conduct hazard & risk analysis
• Review existing data, examine current conditions and predicted trends. Include variables such as vegetation, topography, and weather.
• Establish base maps of agency, defining fire management units; wildland-urban interface; hazard severity zones; vegetation types, density, and configuration; fire history; infrastructure and areas at risk; and environmentally sensitive habitats. will require on-site assessments and consultation with staff.
• Develop a hazard assessment, identifying areas of high fire hazard and values at risk, and describing potential fire spread.
b. Prepare a fire management plan
• Develop a plan incorporating both short-term (immediate fuel reduction treatments) and long-term strategies (fire management actions).
• Treatments may include: fuel break construction, mechanical treatments, chipping, pile burning, understory mulching, hazardous fuel removal, etc.
• Proposed fire management actions are to include: wildfire suppression and containment, prescribed fire, use of fuel breaks or firebreaks, mechanical treatments and forest thinning, community outreach, and monitoring.
• Identify and prioritize units for hazardous fuel reduction treatments and fire management actions.
c. Create a burn plan to manage fuels via burn piling and prescribed fire.
• Up to 450 acres of habitat at agency have been identified for fuel management via pile burning and/or prescribed fire.
• Maritime pitch pine dune woodland is the primary target for fuel management, prescribed fire, and habitat restoration.
• Burn piles are to be located within open canopy sections of the maritime pitch pine dune woodland.
• Burn piles will be sorted according to fuel size and positioned to allow access for wildfire and emergency responders in the case of a fire.
