The vendor is required to provide a fully hosted, cloud-based geographic information system (“GIS”) platform for county with the following key deliverables:
• Cloud deployment – The GIS solution shall be hosted on a secure cloud platform, ensuring high availability and ease of access.
• User interface – A user-friendly interface that allows users to interact with complex data without requiring advanced GIS expertise.
• Access control – Role-based access management for economic developers and other user types.
• Cross-platform compatibility – The solution shall be compatible with multiple devices, including desktop computers, tablets, and mobile devices.
- Provide property and site selection tools, including an interactive property database integrated with the county’s GIS data for real-time site selection analysis.
- The tools shall include 3d property visualization, automated data enrichment, and parcel data integration.
- Contractor shall implement the following features related to parcel-level data integration:
• Integration with existing and future county GIS data.
• Display of parcel boundaries and unique parcel identifiers
• Display of the following parcel data:
o Parcel size
o Ownership
o Land use and zoning classification
o Access to rail, interstates, and airports
• Capability to filter and search based on zoning type, parcel size, location, and availability.
• Support for 3d property views and automated data enrichment.
- Provide utility infrastructure mapping capabilities to include:
• Display of utility access layers or data fields indicating:
o Water – including provider and proximity of water lines
o Wastewater/sewer – including provider and infrastructure proximity
o Electricity – including provider, substations, and nearby transmission lines
o Telecommunications/fiber – including provider and broadband readiness
• Ability to incorporate updates from utility partners or manual uploads by county staff.
- Provide access to demographic and workforce analytics, including real-time environmental systems research institute (“ESRI”) data, workforce trends, and economic indicators to support investment decisions.
- Provide automated data updates to property listings, infrastructure information, and economic indicators to ensure accurate, up-to-date content.
