The Vendor is required to provide comprehensive government relations services on behalf of the department.
- Services include:
• Represent and advocate for department interests with lawmakers and other stakeholders on matters related to the state budget, legislative bills, and other assigned issues.
• Act as a liaison between department and the state Legislature, as well as with federal agencies, state agencies, utilities, nonprofit organizations, and other entities as assigned.
• Identify, track, and analyze proposed legislation and policy developments that may impact department operations, programs, or priorities.
• Attend and actively participate in meetings, hearings, and public forums on behalf of department, advocating on topics as directed.
• Ensure department official positions and perspectives are clearly and accurately communicated to relevant parties and decision-makers.
• Attend meetings with designated department staff as requested, providing insights and updates on legislative and policy matters.
• Respond promptly to inquiries from department leadership and staff and provide regular status updates on legislative activities and assignments.
• Provide designated personnel equivalent to the full-time effort of two (2) employees for the duration of the agreement, ensuring consistent and adequate support for all contractual responsibilities.
• Refrain from engaging in any activities, services, or employment that would materially interfere with or create a conflict of interest with the interests of department during the term of the contract.
• Legislative Tracking Reports – written reports summarizing relevant legislative activity.
• Strategic Briefings – regular briefings (oral or written) to department leadership on legislative developments, emerging issues, and recommended course of action.
• Meeting and Engagement Logs – documentation of meetings attended on behalf of department.
• Advocacy Materials – drafts of talking points, position statements, fact sheets or other materials to support department legislative and policy priorities.
• Legislative Session Summary – a comprehensive end of session report detailing key legislative outcomes, department-related initiatives, and strategic recommendations for future engagement.
