The vendor is required to provide operational supports, and promote healthy play and gambling literacy for patrons and staff at both casino properties for a term of three years, with the potential.
- The selected proponent will be responsible for managing the day-to-day operations of the responsible gambling resource centers (RGRCS) with minimal oversight, ensuring that all programs and services align with corporation strategic goals for healthy play.
- The successful proponent will clearly demonstrate its ability to create annual budgets and operating tactics, recruit, retain and manage staff and develop programs and initiatives that promote healthy play and gambling literacy for patrons and staff at both agency properties.
- Requirements:
a. Staffing
1. Staffing responsibilities:
• The proponent will be responsible for staffing (hiring, training, managing compensation and all legal obligations for employing staff), at the responsible gambling resource centers.
o Consideration should be given to full-time employees for each location that could be supplemented with part-time and casual employees as needed.
2. Security clearances:
• All staff members will be required to complete a security clearance process in accordance with the gaming control act, the agency regulations and agency policies.
3. Restrictions on casino property:
• Proponent’s staff will be subject to the same operational restrictions as agency and corporation employees, including a prohibition on gambling at both agency properties.
4. Hours of operation:
• It is expected that the RGRC’s will be staffed and operated 15 hours a day, 7 days a week (excluding casino holidays for which the casino is closed), schedule to be approved by corporation, and adjusted as needed, subject to corporation approval.
b. Services
1. Information:
• Distribute healthy play materials and provide clear, accessible information on gambling mechanics (e.g., game rules, odds, etc.), promoting gambling literacy and healthy play.
2. Collaboratively developed education initiatives:
• In-center activities: develop and promote interactive services such as slot tutorials, explaining the cost of play, and acting as a resource for customer inquiries.
• Engage casino staff: be available and participate in new casino staff onboarding to introduce them to the RGRC space and healthy play programs and the supports available to casino staff and customers.
• Outreach activities: delivery of supportive healthy play initiatives aimed at engaging casino patrons and casino staff about healthy play behaviors, including healthy play promotions designed by corporation.
3. Linkage to resources:
• Ensure patrons are connected to external support services such as the provincial mental health and addictions crisis line and other relevant resources as approved by corporation.
4. Intervention support:
• Center staff will be available to collaborate with casino staff to deliver resource information at both agency locations to patrons who may need immediate support.
5. Voluntary self-exclusion program support:
• Address patron questions about the voluntary self-exclusion (VSE) program and assist both players and staff during enrollment, offering support during the process and resource information as needed.
• Actively support agency security teams during VSE registrations and reinstatements at both casino locations.
6. Corporation support:
• Staff will be asked from time to time to assist in the review and delivery of healthy play materials, programs, and initiatives as identified by corporation.
7. Program changes:
• Corporation reserves the right to request changes to the programming or services offered at the RGRC without prior written notice.
