The vendor is required to provide housing and community development strategic consulting services on an “as needed” basis.
- Provide continuing professional consulting services related to housing and community development initiatives for federal, state, regional, and private grant program development, administration, and training.
- Grant application assistance
• Consultant shall research grant opportunities for developing additional funding resources for both current and proposed services, programs, and administrative operations of the department.
• Consultant shall, on a regular basis, provide the department with summaries of potential funding opportunities, which shall include, at a minimum, but not be limited to:
o Name of agency
o Due dates for applications
o Eligibility
o Brief program summary
o Level of funding available
- Reporting compliance assistance
• Consultant shall assist, as needed, in preparing annual and periodic financial and programmatic reporting as required for federal and state funding.
• This includes accounting analysis of activities and inputting data onto federal and state grant monitoring systems such as IDIS and HEROS.
• Consultant shall assist the department with creation and periodic updating of required annual housing and community development planning documents, such as, 5-year consolidated plan; annual action plan and amendments; comprehensive annual performance and evaluation report, analysis of fair housing plan, and local housing assistance plan, among others.
- Contract compliance assistance
• Review contract documents for compliance.
• Coordinate and assist with any required public comment and advertisements.
• Comply, document, and monitor act and uniform relocation act recordkeeping requirements for projects.
• Coordinate and advise on the review and inspection of grant budget timelines in relation to
grant-funded construction projects, timelines, and budgets.
• Provide periodic report to department’s project manager, as requested, to ensure grant funding
does not lapse.
• Complete requirements related to the receipt, use, and audited “close-out” of the use of any federal, state, or regional funding sources.
• Assist staff with all statutory and federal requirements and financial reconciliation to ensure compliance with housing, economic community development programs.
- Technical assistance and data analysis
• Consultant shall serve as a technical advisor to the department by providing assistance in improving department processes, procedures, and programs, as needed, for the department to meet its objectives.
• Advise on industry best practices, proposed and implemented legal and administrative rule changes, and topics necessary to increase the department's working knowledge and experience.
• Consultant shall advise on industry standards, best practices, and potential opportunities related to data collection and analysis, strategic code enforcement, and housing and community development strategies.
• Consultant shall assist the department in identifying and implementing processes, procedures, and tools needed to become more data driven in decision-making.
• Consultant shall assist the department in planning and implementing the use of financial resources more strategically to leverage available financial resources.
• Consultant shall assist the department in creating and implementing innovative finance tools for housing and community development projects.
• Provide training on HUD programs and resources and assist in educating department staff on industry standards, best practices, and potential funding opportunities.
• Consultant shall assist department staff in document preparation for, participation in, and presenting at meetings with city council members, advisory committees, other government agencies, and public meetings for various programs.
