The vendor is required to provide a robust cloud based human resources information system (HRIS) payroll system or service to replace the town of current HRIS payroll service.
- Human resources and payroll processing needs are currently handled by a separate SaaS provider Paylocity.
- The Tyler ERP HRIS payroll solution is being considered but the town would like to see how other systems compare to Tyler’s functionality before making the final HRIS payroll system decision.
- The current vision is to access employee data all in one place, track employee performance, streamline or eliminate menial tasks, improve reporting and compliance, perform analytical analysis and house all of our current HRIS payroll needs within one integrated system.
- The selected firm(s) is expected to have significant experience providing HRIS payroll solutions for public sector organizations, having worked with municipalities both larger and smaller than town.
- The town processes payroll every two weeks but the pd overtime calculation is based upon a four-week calculation cycle.
- As part of that process, the town evaluated the HRIS payroll modules within the Tyler ERP and would like to contrast that functionality with a separate purpose built HRIS payroll offering
- This includes considering payroll processing services as well as other separate HRIS payroll software.
- The need to replace the town’s current HRIS payroll system has been recognized for the last several years by staff.
- Coordination of the HRIS payroll replacement together with the ERP software replacement effort provided the opportune time to look at all available options for the HRIS payroll system.
- The software system offered should provide:
• An integrated cloud-based HR, payroll and time & attendance solution
• Recruiting and applicant tracking including an online application portal

o Prefer API with Laserfiche

o Must have demonstrated ability to handle the 28-day FLSA overtime rule for law enforcement activities - references for clients using this functionality are required and references should expect a verification call.
• Payroll system must have the ability to handle the Tyler ERP general ledger account numbers (14 digits) and project ledger numbers (up to 36 digits). this includes both the payroll module and the time and attendance module.
• Payroll system must have the ability for employees, including salaried employees, to enter project ledger numbers on the fly, allocating wages and benefits appropriately, and passing them through to the Tyler ERP general ledger within the interface file.

o The town has frequent account # changes, new benefit codes, project codes, etc. we must have the ability to see the configuration and make the changes needed without relying on the vendor’s customer service team to make these changes in the backend database.
• True test database for testing future payroll and benefit calculations
o A true test database is refreshed from the live database when requested by the town, not automatically every night without the ability to delay the refresh.
- The town operates as a full-service municipal organization under a trustee-town administrator form of government and has a fiscal year 2024 budget of approximately $137 million.
