RFP Description

The vendor is required to provide on January 1, 2027, a new privately delivered, care-based auto insurance system called care-first will take effect in state.
- The system reform is guided by the following principles: simplicity, affordability, care-focused, stability, availability and accountability.
1. Category 1 - advisor, care model
2. Category 2 - advisor, service design, implementation and evaluation
3. Category 3 - project delivery team
- Category 1 - advisor, care model
• The advisor, care model, is a senior advisor responsible for providing expert guidance and recommendations for the design and implementation of the care-first care model, including programs of care, medical assessment services, case management guidelines and various recovery programs to promote cost-effective recovery outcomes for injured state.
• Leveraging their extensive experience, the successful proponent will provide strategic recommendations to board on the design and implementation of the end-to-end care model for care-first, to optimize recovery outcomes for injured state and to enable insurers to effectively manage injury claims.
- Category 2 - advisor, service design, implementation and evaluation
• The advisor, service design, implementation and evaluation is a senior advisor responsible for supporting the design and implementation of new services including a consumer support mechanism and an independent dispute function, as well as the design of a framework to measure the overall effectiveness of the care-first program.
• Leveraging their experience with service design, process management and program evaluation, the successful proponent will provide strategic recommendations and implementation support to board to ensure new infrastructure within care-first meets program objectives and aligns with the program’s guiding principles.
• The advisor, service design, implementation and evaluation will consult with but not support the design and implementation of new functions, systems or programs overseen by the advisor, care model, including those outlined.
- Category 3 - project delivery team
• The project delivery team will be a cross-functional team responsible for the practical execution and implementation of all necessary programs, services and supports for the care-first program.
• The project delivery team will support service design, process management, stakeholder engagement initiatives, education and training requirements for diverse stakeholders, technology and data requirements and other responsibilities, as needed.
