The vendor is required to provide that implementation of emergency rental and mortgage assistance service for emergency rental or mortgage payment assistance to eligible low-income families in county with the objective of preventing eviction and ensuring housing stability.
-Will process applications, conduct assessments and verification to determine eligibility, determine the amount of assistance, and administer payments
-Made directly to mortgage companies, landlords or property managers on behalf of eligible families
-Eligibility criteria for rental assistance:
•Client’s last thirty (30) days of income must be under 200% of the federal poverty guidelines.
•Client cannot be more than two (2) months past due on rent, the maximum assistance a household could receive cannot exceed two (2) months.
•If more than two (2) months is required to stabilize the household, any remaining balance between the client and landlord must be worked out between the two parties and documentation of payment or resolution provided. if documentation cannot be provided, assistance cannot be provided.
•There cannot be an open eviction case involving the client.
•The landlord must be willing to accept assistance on behalf of the client but is not obligated to accept assistance on behalf of the client.
•Households on any form of government-assisted housing for on-going rental assistance not eligible for rental assistance.
•Client must present a hardship that has occurred to cause them to be unable to pay the rent.
-All respondents to the request for proposal are responsible for ensuring the following:
•The respondent has read and understands in its entirety and that the proposal is made in accordance therewith.
•The respondent possesses the capabilities, resources, and personnel necessary to provide efficient and successful service.
•Before submitting its proposal, the respondent has made all investigations and examinations necessary to ascertain site and/or local conditions and requirements affecting the full performance of the agreement and has verified any representations made by upon which the respondent has relied.
•The respondent understands and agrees that if the respondent receives an award, failure to have made such investigations pursuant to respondent’s will in no way relieve the respondent from its obligations to comply in every detail with all provisions and requirements of the agreement, nor will a plea of ignorance of such conditions and requirements be accepted as a basis for any claim by the respondent for additional compensation or relief.
•The respondent shall agree to reporting beneficiary data maintain eligibility documentation.
all files associated with eligibility shall be available upon request.
-All performed in accordance with the agreement and carried out under the direction of the county’s project manager.
-Performed in a good and competent workmanlike manner, in accordance with industry standards and to the satisfaction of the county.
