RFP Description

The vendor is required to provide for implementation, operation, management, and maintenance of a conventional bike share system for a two-year, with three option years commencing on or about August 1, 2025.
- To introduce traditional bicycles to the existing program which will introduce more vehicle options where individuals can rent a traditional bicycle for short-term use, filling in a gap in the transportation ecosystem.
- The successful respondent will operate a program for traditional bicycles that works alongside the existing micro mobility operators.
- The goals of the shared micro mobility program in phoenix are to:
• Reduce single-occupancy vehicle use;
• Ensure the safety of pedestrians and micro mobility users;
• Improve air quality within the region;
• Increase access to a quality transportation system for historically underserved communities;
• Support public transit usage by providing "first-mile and last-mile" options for transit users and;
• Support the goals of complete streets by boosting demand for safe bike infrastructure.
- Responsibilities
• Providing operational support, including bike redistribution and repair; and 
• Developing and executing a financial model to ensure minimal reliance on public funding; and 
• Managing a digital platform (see time 6, mobile application) for user access, payment processing, and system analytics; and 
• Establishing customer service and marketing strategies to maximize user adoption; and 
• Reporting system performance regularly.
- Bicycles
• Provide a traditional bicycle fleet to operate within the prescribed boundaries
• Vehicles shall be state-of-the-art, reliable, and easy-to-use with comfort and safety features
• The response should include proposed fleet size for traditional bicycles
• Successful respondent will be allowed to operate a fleet with a maximum of 500 bicycles to be deployed at any time.
• The maximum fleet size is not deployed; the vendor must provide at least 50 bicycles.
• All bicycles deployed within the shared micro mobility program area must be within the public right-of-way and must provide at least five feet of space for passage. 
• Bicycles shall not be over-deployed or deployed in a way that over-concentrates the number of devices in an area.
• Headlights: lamp mounted on the front of the bike able to emit white light visible from a distance of at least 500 feet to the front during hours of low light 
• Taillights: lamp mounted on the rear of the bike able to emit red light visible from a distance of at least 600 feet to the rear during hours of low light
- Mobile application
• The respondent maintains a website and/or a mobile application through the duration of the program.
• The mobile application must be available for phones operating iOS and android operating systems at a minimum.
• The application must inform the rider on how the system works, payment options and user fees, map of parking corrals and public bike parking, real-time availability of bicycles and contact information for customer service.
• The successful respondent must accept at least three (3) major credit cards for any purchase.
• With mobile payment options such as google pay, apple pay and Samsung pay, it will be important for the successful respondent to accommodate as many of these payment methods as possible so end users can complete their transaction quickly and efficiently.
• The successful respondent shall provide educational features in their mobile application that inform users at sign-up and each time the application is opened of the following:
o Riders must follow local traffic laws
o Encourage the use of a helmet
o Riders shall not operate bicycles while intoxicated
o Riders should inspect bicycles prior to operation
o Bicycles must be parked in authorized areas only
o The successful respondent is also encouraged to introduce features on application which deter unsafe riding and riding under the influence.
