RFP Description

The vendor is required to provide information technology consultants annually for new applicants.
- Professional services in one of the below categories for shorter lengths of time and that fall underneath the roster cap of $130,000.
- Roster categories:
1. Business intelligence services
• Administration of the sap business objects suite, including:
o Bi launchpad
o Crystal reports
o Webi
o DATA services
• Administration of the microsoft SQL server suite, including:
o Power bi
o Reporting services
o Analysis services
o Data base engine
o Integration services
• Administration of the microsoft power suite, including:
o Power bi
o Power automates
o Power apps
o Copilot
• Product and solution development and implementation of:
o Sap business objects suite
o Microsoft SQL server suite
o Microsoft power suite
• Administration and modification of custom-built applications and interfaces, written in the following languages:
o Python
o Drupal
• Experience working with API's (restful and soap) to expose and consume data.
• Experience in branching, merging code, continuous testing and software delivery pipelines and containers using visual studio, test manager, azure DevOps, azure pipelines or other tools.
• Experience preparing wireframes, mock-ups and prototypes that clearly illustrate functionality using responsive design to create applications that automatically conform to multiple screen sizes/devices.

1. Project management services
• Define, estimate and plan project tasks, resources, timelines and milestones
• Prepare for technology solutions and participate in evaluations
• Develop, maintain, execute, and monitor project plans
• Develop and manage budgets, forecasts and expenditures
• Identify, document, report and mitigate project risks and issues
• Manage the project team, tasks and timeline
• Responsible for project communications and regular status reporting
• Responsible for completion and quality of project deliverables
• Responsible for operational readiness and post go live support documentation
• Other project management work as required.  2. Business analyst services
• Organize and facilitate requirements sessions
• Prepare requirements documents
• Translate the business requirements into functional and non-functional requirements
• Assist with the development and evaluation for technology solutions
• Create user acceptance (UAT) test plan and test cases and lead UAT
• Lead and support training including preparation of training material

• Review applicable technologies as part of business case preparation  3. Change management services
• Plan and lead all change management activities working with project teams and business units
• Responsible for producing all change management project deliverables including but not limited to change management strategy and plan, training plan, business readiness assessments, and communications plan 
• Develop and implement change management strategies, plans, and framework 
• Provide expertise, consultative advice, guidance and coaching in terms of change management strategies, approach and related tools
• Lead and or provide support to training including preparation of training material 
• Other change management work as required.
4. Privacy impact assessment services
• Review of relevant project deliverables 
• Review of applicable municipal, provincial and federal legislation and related municipal policies, procedures and associated documents, e.g., previous privacy impact assessments 
• Collaborate with the agency project team and business stakeholders on privacy related matters 
• Identify stakeholders and assess privacy impacts and potential risks 
• Conduct the privacy impact assessment, evaluate results and present findings following agency guidelines for conducting the pia 
• Complete a pia report identifying any privacy risks resulting from the implementation of solution and include specific mitigation recommendations to address the identified risks 
• Provide privacy advice identifying privacy related matters including but not limited to privacy risks and associated remediation options addressing the identified risks.
