The vendor is required to provide for the following benefits – medical, dental, life – basic and voluntary, accidental death & dismemberment (AD&D), short-term and long-term disability, FSA administration, cobra administration, retiree billing services, family-forming benefits (if separate from medical), critical illness, and financial education effective January 1, 2026.
- Each proposal shall be evaluated in accordance with the selection criteria and other relevant factors such as, but not limited to, the ones listed below:
• Cost of the proposed benefits and/or services and any “value added” terms, conditions, and services.
• The benefit provider's ability to offer a proposal based on the lowest net cost (post fees and member cost share) on a per member per month basis.
• The benefit provider’s ability to provide comparable access to care via their contracted provider network.
• Qualifications of the benefit provider(s) including financial capacity, staffing, and availability of staff to work with agency during open enrollment.
• The benefit provider's experience with comparable plans; commitment to such plans; experience offering such plans to employers.
• The benefit provider's ability to provide exceptional prior authorization and other utilization management programs.
• The benefit provider’s ability to maintain a copay assistance/accumulator program.
• The benefit provider's ability to educate and communicate with program participants.
• The benefit provider’s ability to minimize member disruption.
• The benefit provider’s ability to mirror current plan designs.

- Lockton serves as the ongoing insurance consultant and broker for agency and has been retained to assist in the evaluation of the proposals for completeness and responsiveness.
