The vendor is required to provide for a partner that will take on the complete process of providing oral health assessments for children entering kindergarten.
- Required licensing and permitting
• Agency/individual must be designated as a grantee health agency under the state pa 161 program and permitted to operate as a mobile dental facility within the state.
• Staff conducting oral health assessments must possess a valid state license to practice as a registered dental hygienist or dentist
• All dental hygienists must complete KOHA training conducted department within six months of onboarding.
- Essential functions:
• Kindergarten oral health assessments (“dental screenings”)
o Perform visual dental screenings to a minimum of 50% of economically disadvantaged children enrolled in kindergarten; interpret screening results and issue referrals to families for dental treatment as findings warrant.
o Follow up on urgent referrals as outlined in agency follow-up protocols.
o Record results of each screening on department-required form; document screening results in department database.
o Adhere to all safety and infection control standards while conducting dental screenings.
• Coordinate/schedule dates and times of dental screenings at schools and community-based locations, targeting children within 6 months of entry into kindergarten or during the kindergarten school year.
• Develop and implement an outreach plan to inform families, schools, and other relevant stakeholders of the dental screening requirement; this plan should include publicizing and hosting screening events.
• Develop referral mechanism with local dental providers.
• Maintain screening supplies inventory.
• Attend required trainings and meetings and comply with all department KOHA program requirements.
• Provide routine program reports and data to the local health department
• Follow all applicable federal, state, and local laws, and all administrative rules, regulations, and ordinances, including but not limited to HIPAA and those required for the agency’s pa 161 designation and mobile dental facility permit approval.
- Provide dental screening services, develop an outreach plan to inform schools and families of the dental oral assessment program
- Provide said plan to the department can also assist in promoting contractor’s planned activities through department communications venues.
- Department to inform schools of the screening program and provide them with information that can be disseminated to parents about scheduled dates available for screening and how appointments can be scheduled.
- Work collaboratively with school partners to host events and/or publicize events with families when opportunities present themselves.
- All dental oral health assessments are performed by a dental hygienist, dental therapist, and/or dentist in adherence to all applicable safety and infection control standards.
- Provide all personal protective equipment (PPE) and all clinical supplies/equipment as needed to perform the screenings.
- Agency/individual receiving the funds is required to provide information concerning the availability and sources of treatment required to eliminate or mitigate any dental problems identified through a screening.
- Agency/individual receiving the funds is required to record assessment results on standard department health appraisal forms and submit complete department oral health assessment forms and document results in the department database.
- Comply with department and program requirements as they are developed
- Billing for these services through healthy kids’ dental is available but is optional
- For quality assurance purposes, submit a quarterly report to the department documenting:
1. Marketing material created
2. Marketing material posted
3. Number and duration of screening events scheduled
4. Number of children screened during each event
5. Other pertinent data as mutually agreed upon by both parties.
