RFP Description

The Vendor is required to provide quality translation and interpretation services.
- Provide services on a fee-for-service basis to support the implementation of the Citywide LAP. These services include:
1. Translation; and/or
2. Interpretation; and/or
3. Training; and/or
4. Consultation
- Translation
• Professional qualified human translators and/or machines (if applicable) in which the human translators convert written words or text from one language to another language or review translated content for accuracy in meaning, tone, and intent.
• The objective of translation services is to convey the original words, tone and intent of a message to enable the City department to make linguistically appropriate documents available to individuals.
- For translation services, these languages may include, but not limited to, one (1) of the following at minimum:
- Additional Languages Threshold Languages
• Chinantec
• K'iche'
• Zapotec
• Ayuujk
• Q'anjob'al
• Haitian Creole
• Italian
• Ukrainian
• Yoruba
• Pashto
• Portuguese
• Ilocano
• Urdu

- Translation services are requested, the proposer will be notified of the details of the translation assignment being requested in advance.
- Within 48 hours (excluding weekends and holidays) of the service request, the proposer shall send confirmation of services to be provided in a quote with all associated costs (e.g. Desktop Publishing Fees).
- Emergency translation services may be needed in legal, law enforcement, medical, mental health or disaster situations. Emergency services are required to be available 24 hours, 7 days a week.
- Interpretation:
• Interpretation services are services provided by professional qualified human interpreters and/or machine (if applicable) in which the human interpreters 1) render a message from one language into another using spoken or sign language without adding deleting, or changing the content of the message or 2) review translated content for accuracy in meaning, tone, and intent.
• Interpretation services is to convey the original tone and intent of a message to enable the city department to make linguistically appropriate information available to individuals.
• Interpretation services must not include the sole use of technology and artificial intelligence to generate direct translations or interpretation and should not be the only method used for second review or proofreading.
• These services are in person and/or remote (over the phone or video remote interpretation) and/or in conjunction with oral interpretation and written translation services.
• Interpreters are available when requested, including evenings and weekends, and on-demand to provide said oral interpretation at times, locations, dates, and durations as requested by the city.
• Confirm the assignment of the work order within 48 hours (excluding weekends and holidays) of the request for pre-scheduled requests.
• Provide own transportation to meetings or events within the greater county area.
• Mileage and other per diem costs are to be factored into the hourly rate.
• Provide verbal interpretation in a timely, accurate, and efficient manner when services are requested.
• The proposal should clearly indicate the turnaround time for any of the languages listed in table 1.
• (optional) Provide or secure interpretation equipment (such as transmitters, headphones, etc.) when requested for meetings and large gatherings, as needed and at no charge to the city.
