RFP Description

The Vendor is required to provide to implement a comprehensive learning management system (LMS) for the public workforce system within the 13-county board area.
- Workforce Solutions
1. This integrated system comprised of interconnected units include:
• Adult education and literacy,
• Career offices,
• Financial aid support center,
• Financial aid payment office,
• Early childhood education providers,
• Early childhood quality providers,
• Early childhood expansion providers,
• Vocational rehabilitation services,
• Business services
• Community partnerships, and
• Youth service providers.
- The LMS will be a scalable platform designed to support training delivery, skill assessment, career pathway development, and comprehensive reporting across the board workforce system.
- The software must integrate with existing council systems, including customer relationship management (CRM) systems, to enhance service delivery and data tracking.
- The LMS will be utilized by workforce program managers providing oversight and management, training facilitators, workforce staff, and their leadership (participants in training), and administrative staff responsible for reporting and data analysis.
- Learning management system:
• User Licenses: Scalable licensing structure to support multiple organizations, user roles, and permission levels.
• Implementation & Setup: Initial configuration, project planning, and system setup to meet the specific needs of a public workforce system.
• System Integration: Seamless integration with existing platforms such as data management systems and dashboards.
• Content Migration: Secure and accurate transfer of legacy training materials, records, and course data into the new LMS.
• Custom Development: Ability to develop features or workflows unique to workforce development requirements, including role-based learning paths and compliance tracking.
• Training: Onboarding for administrators, content creators, and end users, with training materials and ongoing support options.
• Technical Support: Timely, multi-channel technical support including Service Level Agreements (SLAs) for issue resolution and user assistance.
• Maintenance & Updates: Regular system updates, security patches, and performance optimizations.
• Analytics & Reporting: Robust tools for tracking course completion, learner progress, performance metrics, and compliance reporting.
• Accessibility: Service Units include users who rely on assistive technologies; all solutions must comply with WCAG 2.1 AA standards to ensure equal access. • Must ensure that all deliverables comply with WCAG 2.1 Level AA accessibility standards, ensuring accessibility for individuals with disabilities.
• Comprehensive Learning Library: include or support integration with a wide array of training courses, modules, and materials.
• Skills Ontology and Career Pathways: offer tools to map out skills, competencies, and career pathways relevant to workforce development.
• Alignment of Measures with Training: enable tracking and alignment of training measures with desired outcomes, including certifications and other performance metrics.
• Dashboard Reporting: offer detailed reporting features, including usage statistics, completion rates, skill acquisition tracking, and progress toward established goals.
• Course Creation with Authoring Tools: include or integrate with content authoring tools allowing the creation of custom training modules.
• Post-Training Assessments and Knowledge Checks: include functionalities to conduct assessments post-training to evaluate knowledge retention and competency.
• Self-Check-In Feature: offer a user-friendly self-check-in feature for participants attending training sessions.
• Supervisor Training Notifications: provide automated notifications to supervisors regarding their team’s training status, included completed, incomplete, and in-progress courses.
• Gamification and Achievement Badging: support gamification features, including leaderboards and digital badges, to incentivize course completions and enhance learner engagement.
• External User Portal: include a dedicated portal for external users to access mini-training modules, workforce orientation, resume development, interview preparation, and other foundational career resources.
- The software must conform to WCAG2.1 Level AA accessibility standards. This includes:
• Ensuring all user interfaces and content are accessible to people with disabilities.
• Supporting assistive technologies such as screen readers and keyboard navigation.
• Performing accessibility testing using both automated tools and manuals reviews.
• Providing accessibility documentation if available.
• Remediating any non-compliance before final delivery.
