The vendor is required to provide municipal court collection services to collect and/or resolve delinquent cases, decrease any accumulated backlog and improve defendant compliance with court appearances and fine payments.
- Contact defendants from lists provided to the successful proponent by the court, utilizing appropriate collection techniques to gain compliance with court requirements and orders.
- Provide the necessary software to allow for an interface with the court's software system and bear all costs associated with establishing the interface.
- This interface will allow for file transfer and defendant contact information updates as noted by the successful proponent, and will electronically transfer the updated address, telephone number(s), and email address to the court for upload into the court system software.
- Provide a sample template of all telephone, electronic, conversation transcripts, and correspondence that will be utilized to make defendant contacts on behalf of the city for review.
- Collection fees do not apply to cases that have been dismissed or acquitted by a court of competent jurisdiction, or to any amount that has been satisfied through jail credit, community services or waived by a judge.
- Eligible to receive payment of the thirty percent (30%) collection fee unless the total amount due to the city has been fully paid.
- Collection fees may be applied to any balance remaining after a partial credit for time served or community service if the balance left is more than sixty (60) days past due.
- Six (6) months after the contract begins with the successful proponent, all cases noted as in collections prior to the start of the contract will be transferred to the successful proponent.
- The court reserves the right to determine when any non-collection of fees on a case is justified; all payments will be made directly to the court.
- The successful proponent will provide notification of warrant events to defendants as requested by the court.
