RFP Description

The vendor is required to provide scalable and modular optical transport network (OTN) solutions tailored to the organization’s evolving operational and strategic needs.
- The selected solution must support flexibility for incremental deployment, align with potential IP core backbone upgrades, and ensure seamless integration with existing and future infrastructure.
- The proponent is required to propose solutions that allow for modular implementation and flexible adaptation to accommodate evolving network needs and budgetary constraints.
- Solutions should enable phased purchasing and scalable deployment options without requiring significant redesign or system overhauls.
- The selected solution must address the challenges of managing costs in a volatile economic environment, including considerations for currency fluctuations and tariffs.
• The proponent must deliver OTN hardware and associated services that support a phased implementation approach, allowing for gradual expansion as funding and network requirements evolve.
• The solution must accommodate varying deployment timelines and enable cost-effective scalability without requiring full system overhauls.
• The proposed architecture must seamlessly integrate with IP core backbone systems.
• The solution must support advanced features such as multi-layer integration, automated provisioning, and dynamic resource allocation to align with agency strategic goals.
• Equipment must be designed with modularity to support upgrades and capacity expansion over time.
• The architecture must ensure backward compatibility, enabling the integration of new technologies such as software-defined networking (SDN), artificial intelligence (ai) for network optimization, and machine learning (ml) for predictive maintenance.
• The proponent must provide OTN solutions that adhere to energy efficiency, cybersecurity, and sustainability standards.
• Equipment should incorporate features such as low power consumption, compatibility with renewable energy sources, and end-of-life recyclability to align with agency environmental, social, and governance (ESG) goals.
• The solution must meet or exceed recognized cybersecurity standards.
• This includes regular updates on technological advancements, tailored recommendations for incremental upgrades, and collaboration on optimizing the total cost of ownership (TCO).
- Out of scope
• Consulting, design, or network architecture services beyond the direct setup and configuration of the OTN hardware purchased under this agreement.
• Complex network integrations, including systems integration with other it or telecommunications networks.
• Custom software, programming, or modifications beyond the standard configuration provided by the proponent for operating the OTN equipment.
• Peripheral devices and equipment not directly related to the OTN network, such as end-user computing devices (e.g., desktops, laptops, tablets), general purpose networking equipment (e.g., switches, firewalls, routers), or consumer electronics (e.g., monitors, projectors).
• Security solutions not integral to the OTN hardware itself, including firewalls, intrusion detection and prevention systems, and security information and event management (SIEM) tools.
• Cloud-based services, storage solutions, or software-as-a-service (SaaS) offerings that are not embedded within or essential to the direct operation of the OTN hardware.
• Third-party managed network services, remote monitoring services beyond the hardware's standard support, and network management platforms separate from those provided directly by the proponent.
• Training, knowledge transfer, or end-user support services that extend beyond the direct support and maintenance requirements for the OTN hardware
• Any upgrades, modifications, or additional hardware that require specialized engineering or extensive custom development beyond the standard specifications of the OTN equipment provided in this RFP are excluded from this agreement.
