The Vendor is required to provide public accounting firms with considerable experience in local government auditing to perform annual audits of the city’s and airport’s financial records.
- The auditor shall conduct the audit in accordance with generally accepted auditing standards for governmental entities.
- The audit must also meet all federal requirements for single audits of federal grant programs.
- The firm will then be required to submit to the city an express opinion regarding the fairness of the presentation of the financial statements in conformity with generally accepted accounting principles.
- The auditor shall express an opinion on the fair presentation of the combining and individual fund financial statements and schedules in conformity with generally accepted accounting principles.
- The auditor is not required to audit the supporting schedules contained in the annual comprehensive financial report (ACFR).
- The auditor is to provide an “in-relation-to” opinion on the supporting schedules based on the auditing procedures applied during the audit of the basic financial statements and the combining and individual fund financial statements and schedules.
- The auditor is not required to audit the introductory section of the report or the statistical section of the report.
- The auditor shall also be responsible for performing certain limited procedures involving required supplementary information required by the governmental accounting standards board as mandated by generally accepted auditing standards.
- The city will prepare an annual comprehensive financial report (ACFR).
- The auditor will audit this prepared report in accordance with generally accepted accounting principles including governmental accounting standards board statements (GASB), all applicable legal requirements and state statutes.
- The auditor will also review the report to see that it was prepared in accordance with the standards set by the government finance officers association (GFOA) and that it satisfies all requirements in order to earn the certificate of excellence in financial reporting each year
- The auditor shall present to the city a management letter and other reports or correspondence relating to findings or recommendations in connection with the audit.
- The auditor will agree to the financial statement field work commencing after April 1st of each audit year.
- The auditor will meet on a regular basis with a committee composed of members of the key financial divisions and departments involved in the audit process.
