RFP Description

The vendor is required to provide professional broadcast and audio and video production services.
- Provider will record regular and special meetings as follows:
• Arts, culture, and historic preservation commission
o Meetings are conducted on the last Monday of every even numbered month at 6:00 pm.
• Board of appeals
o The board of appeals meets on an as needed basis and annually to review the city's hazardous materials management plan. 
o Time varies.
• City council
o Meetings are generally held on the 1st and 3rd Wednesday of every month. 
o Regular session at 7:00 pm.
• Economic development & housing commission
o Meetings are on the 4th Wednesday of every other month at 6:00 pm.
• Environment and utilities commission
o Meetings are on the 2nd Monday of every even numbered month at 6:00 pm.
• Parks, recreation and intergenerational commission
o Meetings are on the 1st Tuesday of every even numbered month at 6:00 pm.
• Planning commission
o Meetings are on the 1st and 3rd Thursday of every month at 6:00 pm.
• Port commission
o Meetings are on the 1st Wednesday of every month at 5:15 pm.
• Public financing authority
o Meeting dates are to be determined.
• Reclamation district 900
o Meetings are on the 3rd Wednesday of every month at 5:30 pm.
• River city regional stadium financing authority
o Annual meetings are held on the 4th Monday of April and September at 4:00 pm.
• Transportation, mobility and infrastructure commission
o Meetings are on the 1st Monday of every odd numbered month at 6:00 pm.
o Meetings are held on the 2nd and 4th Thursday of every month at 6:00 pm
o Meetings are held on the 3rd Thursday of every month at 9:30 am
- City video production (news, promotion, training)/other
• Provider will set up and record remote meetings, special events and other av projects as requested by the city, using city-provided camera and tripod.
• The provider will edit video projects on city-provided editing equipment.
• Provider will be assigned to shoot/produce/edit video projects as needed, by the city public information officer, who will authorize other city staff personnel, as necessary, to assist provider in the production, of city news, promotion, and training videos for distribution on city resources.
• The provider agrees to train employees or designated individuals in the operation of the video equipment for meetings, video playback procedures, and production of city-sponsored events and programs, if requested.
• The provider will assist city in contacting suitable av contractors for occasional repairs and equipment maintenance of city av facilities, lighting, and other equipment.
- Equipment and supplies
1. Audio system
• Digital signal process: Biamp Tesira
• Microphones: wired microphones and Shure ulxd4q quad channel digital wireless receiver with wireless microphones.
2. Video system
• Video matrix:
o Crestron digital media system to route camera content and media to the council chambers.
o 12 monitors can switch between computer and matrix source.
o Two commercial 4k displays for outside chambers and one for closed session room included in the matrix and is integrated with broadcast system.
• Broadcast video system: TriCaster tc410 plus is an integrated video production system designed to create multi-platform productions live and on-demand. 
• TriCaster 410 plus is scaled for smaller racks and provides end-to-end IP workflow.
o mid-size production power including 4 m/e mixing, up to 8 external inputs, and 4 mix outputs
o NDI integration for video, audio, and data transmission over IP
o Real-time social media publishing
o Streaming to social media
o Multi-channel recording and internal storage
o Video playback without any additional hardware
o Integrated multi viewers for monitoring
o Multi-channel audio mixing
o Built-in video playback, data-driven graphics, compositing, effects
- Control system
• Crestron series 3 processor to control hardware, 21.5” touchscreen user interface at the clerk’s desk, a 15” in the av room location, and a 10” touchscreen at the dais. 
• Graphic user interface includes audio page to adjust audio levels and mute, a video page for routing video inputs to outputs, projector screen control and display control, pre-set buttons, x-panel for remote control. 
• City of employees shall oversee and facilitate the activities of the firm with other government agencies or city departments as necessary, but the selected firm may serve as the city’s representative if designated. 
• The selected firm shall not only provide professional services and expertise but ensure compliance with governing codes and applicable regulations.
