RFP Description

The vendor is required to provide professional health program (PHP) for the health, safety, and well-being of the public through regulation of professional and occupational licensees and the administration of the boards charged with the regulation of professional and occupational practitioners.
- To provide or coordinate assessment and evaluation, to refer for any additional needed evaluation, to develop and maintain a comprehensive monitoring system for professional with potentially impairing conditions, and to support licensees in their recovery efforts.  
- The PHP will also assist in providing early assessment, intervention, education, and referral for issues related to substance use disorder and mental health.
- Goals of the program are to:
• Provide a positive participant experience with the quality and effectiveness of delivery of healthcare.
• Promote participant safety that prevents harm to patients and builds an organizational culture of safety.
• Provide reliable access to care (e.g., timeliness and location) and immediate/emergency crisis intervention resources.
• Respond to substantive non-compliance in a manner that protects the public and serves the interest of professional health.
• Ensure a sufficiently staffed and qualified workforce and the organizational resources to deliver high quality healthcare to all program participants.
- The PHP shall perform initial evaluation for mental health and substance abuse disorders to make an initial assessment and referral to appropriate resource for further evaluation and treatment, if needed.   
- The PHP should have written guidelines and procedures for:
• Assessment, referral, monitoring, support, and education of licensees of the boards by reason of a physical or mental illness, a substance use disorder, or professional sexual misconduct.
• Random toxicology testing, frequency, collection and internal evaluation of laboratory results, and intensification or decrease of monitoring.
• Medical review officer (MRO) reviews of toxicology.
• Proper interpersonal boundaries by PHP and participants.
• Process for remediation of a toxicology screen that shows evidence of substance abuse.
• Formal participant grievance process and resolution.
• Board-approved procedures for the boards to refer licensees to the program.
• board-approved criteria for the program to report previously anonymous (self-reports) licensees to the boards in the event of non-compliance, non- remedial relapse or reasonable concern as to the danger to the public posed by a participant.
• Broad-approved process for agreements whereby the participant remains out of practice during defined times of interaction between the PHP and the participant (e.g., upon initial referral if public safety is a concern, during initial dose of treatment if indicated and subsequent to a concerning event while in monitoring).
• management of PHP records that ensures compliance with applicable confidentiality requirements; however, PHP participant agreements must include a provision that states confidentiality is forfeited should there be substantive non-adherence or relapse on the part of the participant or should the participant pose a risk to the safety of the public.
• Procedure to maintain agreed upon participants in a “safe haven,” protected from report to the boards in cases defined to be appropriate for this confidential service by the boards and the PHP.
• The PHP shall furnish a user-friendly website that outlines resources for participants and the public.
• The PHP shall provide a participant web-based portal through which all remote participant interaction occurs.
• The PHP shall provide 24/7 crisis intervention resources.
