The vendor is required to provide to purchase five hundred forty-six thousand and four hundred and twelve dollars ($546,412) of prevention and supportive services for people living with and/or at risk of acquiring Human Immunodeficiency Virus Infection and Acquired Immune Deficiency Syndrome (PLWHA) in the Public Health issue area.
- Travis County seeks to purchase Supportive Services for PLWHA yielding the following outcomes:
• Reduce community transmission through prevention, early detection, and treatment of HIV/AIDS,
• Improve health outcomes for residents living with HIV/AIDS by assisting them in accessing physical, mental, and substance use disorder (“SUD”) services and by supporting coordinated delivery of healthcare and social services, and/or
• Alleviate the burden of health determinants for residents living with HIV/AIDS by ensuring access to basic needs for health and safety as defined by the Office of Disease Prevention and Health Promotion.
- Service Types
A. Allowable Service Types: All proposed services must align with at least one (1) of the RWHAP Supportive Services.
1. Primary Service Types: Responses must include one (1) or more of the following RWHAP Supportive Services.
• Non-Medical Case Management Services; and
• Other Professional Services: for the purpose of this RFS, Other Professional Services is defined as other services identified in the RWHAP Support Services that help PLWHA link to medical care, stay engaged in medical care, and/or be retained in medical care.
• Prevention Services: Services that include activities for PLWHA that seek to prevent the further transmission of HIV and activities for people who are at risk for contracting HIV.
• Prevention Services should align with the RWHAP Early Intervention Services (EIS) Proposed prevention services must be further tailored and appropriate to the proposed focus population and goals.
2. Secondary Service Types: Proposed programs may not solely include or primarily focus on the following service types; however, these services may be included in the proposed program as secondary support for a primary allowable service type.
• Food Bank/Home Delivered Meals;
• Health Education/Risk Reduction;
• Interpretation and Translation Services;
• Outreach Services;
• Permanency Planning;
• Rehabilitation Service.
B. Excluded Service Types:
• Substance use disorder services, which are purchased under a different Travis County HHS issue area;
• Childcare services, which are purchased under a different Travis County HHS issue area;
• Housing, which are purchased under a different Travis County HHS issue area; and
• Services that are provided by the County HHS is not authorized to provide or purchase , including but not limited to medical-related services, supportive allied health services, oral health services, and pharmaceutical services.
- Service Accessibility
• Hours of Access: Service delivery strategies that accommodate and align with the needs of clients, such as flexible hours that may include evenings and weekends, as appropriate to the service delivery model.
• Language and Communication Access: Strategies to ensure access for clients who are non-English speakers (including but not limited to Spanish speakers); strategies to ensure access for clients with other communication needs such as hearing or visual impairment, intellectual or developmental disability, or low literacy.
• Home or community-based access or virtual services: Service delivery strategies that ensure services are accessible to those who are home-bound, face transportation or other service access barriers, or prefer service provision outside an office setting.
• Disability Accessibility: Strategies that ensure services are accessible for and inclusive of clients with disabilities.
• Appropriate Food Access (if the proposed program provides food to clients): Service delivery methods which ensure that the food provided to clients meets their dietary needs (medical, nutritional, or other dietary concerns) and is culturally appropriate (responsive to/inclusive of clients’ cultural and/or religious food needs).
• Geographic/Transportation Access. Service delivery methods which reduce barriers to accessing services for those outside the City of Austin, and strategies to mitigate transportation barriers.
• Technology Access. Strategies which mitigate technology barriers and/or which ensure that technology does not serve as an access barrier for clients.
• Culturally appropriate services: Any strategies not already included which ensure that proposed services are respectful of, inclusive of, responsive to, and affirming of the beliefs, practices, and needs of the communities served by the proposed program.
• Responses demonstrating the service accessibilities listed above, with clear alignment with the proposed program’s focus population(s), may be more competitive.
