The vendor is required to provide develop, deliver, install, configure and test all the quality system management software to include the following minimum number of concurrent licenses: 5 primary licenses and 10 secondary licenses.
- Responsible for installing any client software that is required other than standard browsers on all workstations at initial and subsequent phase sites.
- All licensing agreements associated with this contract must extend for the life of this project and be in the name of the county.
- Data ownership and portability
• The data provided by agency and generated by the quality system management product shall be under the sole ownership of agency.
• At the request of agency, contractor shall make available all data, documents, and associated information in a readable format.
- Third party software
• Provide, deliver, install, configure and test all third-party software that is required to support the operation of the quality system management solution on Microsoft windows 11, with forward compatibility.
• All warranties associated with this software must be in the name of the county. - System management and security
• Provide, deliver, install, configure and test all software, servers, and network infrastructure that is required to securely and effectively host, manage, and maintain the quality system management software solution in a cloud-based environment that meets the following criteria:
• Institute SP 800-53r5 compliant
• CJIS security policy v6.0 compliant
• Include both a live and training environment to allow for the development of workflows/procedures prior to pushing into production
• ISO27001 accredited
• 21 code of federal regulations part 11 technical controls including but not limited to session timeout and audit log
• Designed with strict access controls
• Designed with audit logging
• Include multi-factor authentication
• Includes regular security reviews to maintain CJIS compliance
• Includes regular vulnerability assessments and continuous monitoring
• Including incident response and reporting
• Includes disaster recovery
• Maintains high availability and redundancy
• SSO (single sign on) capability
• Accessible 24 hours/day via a web-browser, mobile application, and/or desktop application
• At least 60 GB of data storage
• Include all upgrades and patches at no additional cost
• Provide a facility to review all approvals before the new document or version is placed into active service
• Provide the facility to extract a copy of the document out of the database should it be stored within the database
• Provide a secure mechanism to control the change of document content independent of storage method
• Be able to schedule review dates required for documentation management and for the system to auto set the review date when a new document is uploaded or released for the first time
• Allow a user to easily search for a document and once found, they should be able to see all other documents that are associated to the one they have found
• Allow users to view the document and all relevant document details, both online and offline through the use of a mobile device.
