RFP Description

The vendor is required to provide real estate advisory services to support district land and easement acquisition and site development needs.
- Responsibilities include conducting due diligence, site analysis, property negotiations, and securing easements and rights-of-way.
- Real estate and land use consulting services
1. Real estate due diligence
• Conduct title research, ownership verification, and encumbrance analysis.
• Assess regulatory and zoning constraints affecting property use.
• Provide risk assessments related to land transactions and development feasibility.
2. Site analysis and land use assessment
• Evaluate site feasibility, infrastructure availability, and environmental considerations.
• Provide land-use recommendations based on zoning regulations and market trends.
3. Property acquisition and negotiation
• Identify and secure real estate assets, including fee title and easements.
• Conduct negotiations and provide transaction support, ensuring compliance with applicable laws.
• Assist in preparing acquisition agreements and required documentation.
4. Easement and right-of-way acquisition
• Identify, negotiate, and secure easements for public infrastructure projects.
• Ensure compliance with property rights regulations and recording requirements.
• Coordinate with government agencies, private property owners, and other stakeholders.
5. Land research
• Conduct parcel analysis and route planning for infrastructure development.
• Support project siting and feasibility studies using geospatial insights.
• Provide reports and recommendations based on land research findings.
6. Eminent domain and public infrastructure support
• Assist with property acquisition for public infrastructure projects.
• Provide advisory and negotiation support for eminent domain proceedings.
• Conduct impact assessments and coordinate with affected stakeholders.
7. Regulatory and stakeholder coordination
• Engage with local, state, and federal agencies, as well as utility providers.
8. Reporting and compliance
• Prepare and deliver appraisal reports, including:
o Summary of property details, ownership, and valuation.
o Market analysis and site-specific considerations.
o Legal and regulatory compliance documentation.
• Assist district staff with board report preparation and meeting support.
• Ensure timely easement acquisition or abandonment documents are filed with the recorder’s office.
9. Other as-needed services
• Provide additional real estate, due diligence, and transaction support services as required by district.
