The Vendor is required to provide real estate brokerage and consulting firms to provide comprehensive real estate services, including property acquisitions, dispositions, leasing, and strategic advisory services.
- Portfolio management - consultant must perform the following tasks:
• Services to be provided may include, but are not limited to, the following subcategories: space utilization & optimization, lease vs. buy analysis, asset performance evaluation, and consolidation & disposition strategy.
• If requested, identify areas of inappropriate space utilization within current city inventory of space and make recommendations as found necessary.
• If requested, evaluate lease versus purchase options for select properties.
• Evaluate underutilized properties for adaptive reuse, redevelopment, or value engineering opportunities prior to recommending sale or lease.
- Site review - consultant must perform the following tasks:
• Assist the city in reviewing potential site alternatives for given property assignments, for both lease and purchase options.
• Evaluate site alternatives and prepare a narrative analysis of each offer.
• Provide an economic analysis of all alternatives and prepare a report of such analysis.
• Recommend the best possible alternative, providing backup as necessary to substantiate.
• Prepare executive summaries and presentations.
• Support due diligence related to environmental, zoning, floodplain, and regulatory constraints impacting property disposition or acquisition.
- Benchmarking and performance reporting – consultant must perform the following tasks:
• Provide performance benchmarks and post-transaction analysis, including return-on-investment comparisons against industry norms and past municipal deals.
