The vendor is required to provide that services including holidays, state-of-the-art, functionally-equivalent telecommunications relay service.
-The telecommunications relay service collectively known as agency provide for the uniform and coordinated provision of service on a statewide basis.
-The agency encourages contractors to be as innovative as in mind minimum industry standards but striving to exceed them; and to ensure that the provision of agency is flexible and responsive to service the demand and is adaptable for implementation of technological advances as they become available.
-It is estimated that the state’s deaf, hard of hearing, deaf blind, and speech- disabled population is approximately 23% of state population.
•Telecommunications relay services: A service that allows persons are deaf, hard of hearing, deafblind, or have speech disabilities to communicate by telephone in a manner that is functionally equivalent to telephone services used by persons without such disabilities.
•Remote captioned services: Provide relay conference captioning or similar services with real-time captioning capabilities, enabling text relay users to equally participate in a conference call with a minimum of three individuals.
-The real-time captioning shall be accomplished via a trained and qualified human captioner. A monthly usage report is required when rendering this service.
•Video-assisted speech-to-speech: Video-assisted speech-to-speech user calls the speech-to-speech telephone number to connect with the speech-to-speech communications assistant.
-Video-assisted speech-to-speech communications assistant then initiates a one-way video session to the speech-to-speech user.
-The video-assisted speech-to-speech communications assistant then places a telephone call to the hearing person using standard speech-to-speech procedures.
-Video-assisted speech-to-speech communications assistant is able to see the speech-to-speech customer via video to use visual cues during the conversation to improve the quality of the call over the standard speech-to-speech call.
-The speech-to-speech user will then talk to the hearing person on the telephone with speech-to-speech communications assistant providing support as requested.
