The Vendor is required to provide to hire a consulting team with security expertise in the public transit environment to conduct a frank review of security needs and opportunities for our local transit services and facilities.
- Security-related elements that are in-house (e.g. staffing, roles, video cameras, budgets, etc.) and contracted (e.g. security guards, non-profit youth intervention programs, etc.).
- It also includes documenting relevant or potential security efforts with external partners.
- It does not include the cyber-security of computer systems, nor routine occupational safety although opportunities that overlap into those areas should be noted.
- Background information on our current approach includes:
• Responsibilities for many security tasks are presently scattered among several staff, and we do not have a single staff position to coordinate all security issues; contracted security guards are overseen by one staff, while contracts with local non-profits to do youth-outreach are handled by another.
• We do not have a senior staff role solely focused on security, and staff have limited training in security matters.
• Contracted security firms provide on-site security guards at terminals.
• Although we have utilized local law enforcement on-site at terminals, but there hasn’t been enough manpower to provide dedicated patrols. Responses have been fair to good.
• We do not have a transit police force and have no in-house security guards or ambassadors.
• We have no capacity for analytics or crime forecasting.
• Due to post-pandemic retail changes, our terminals now have some of the only public restrooms in both downtown areas.
• Security doors on all driver’s compartments in buses seemed a farsighted decision in 2020, although there are now calls for totally enclosed barriers.
• All buildings are access-controlled, but procedures should be reviewed.
• Documentation of security measures and plans require review.
• Crisis response and communications plans require review.
• Internal Communication methods require review.
