The Vendor is required to provide a comprehensive software solution for the management, compliance, and enforcement of short-term rental (STR) properties operating within the city.
- This solution should support the City’s goals of ensuring STRs are operating within the parameters of the City’s short-term rental ordinance.
- Provide to understand if the rental property is current with property tax payments, utility bills, or special assessments and is contributing positively to the community.
- The City has experienced significant growth in STR listings across platforms such as Airbnb, Vrbo, and website, creating challenges related to ordinance compliance, neighborhood impacts, and data transparency.
- Services include:
1. STR identification & monitoring
• Continuously monitor and identify active STR listings across major rental platforms
• Provide automated data collection, mapping, and dashboard analytics
• Identify addresses of non-compliant listings using image-matching and metadata tools
2. Registration & permitting integration
• Provide a secure online STR registration and permit application portal
• Integrate with existing city systems (e.g., BS&A) and provide exportable data formats
• Optional and preferred: system has the ability to incorporate long-term rentals into the system
3. Compliance & enforcement tools
• Flag unregistered or non-compliant STRS
• Issue automated notices, violation warnings, and track resolutions
• Log and manage resident complaints
• Automate escalation of complaints to the city’s code enforcement division or police department non-emergency contact.
4. Tax remittance & audit support
• Provide data to support the collection and auditing of local taxes & other treasury payments
5. Reporting & analytics
• Generate monthly reports on compliance rates, listing counts, violations, and enforcement activities
• Provide customizable dashboards for staff and commission reporting
• Generate red flag reports for properties with violation notices
6. Community engagement & education
• Public-facing STR map or dashboard (optional)
• Tools to allow residents to file complaints, or look up permitted STRS.
- Employees, and all subcontractors designated to work on-site at any time may be subject to a criminal history check that must be approved by the police department staff prior to working on site.
