RFP Description

The vendor is required to provide the camera system shall include a crawler, high resolution camera, cable reel, controller, and all necessary accessories for field deployment.
- The camera system should be able to show real time footage to the operator of all reasonable angles, and record all video footage in accordance with the technical requirements listed below.
- The supply one (1) remote-controlled, cctv-based storm water and sewer inspection camera system capable of operating in various pipe diameters and environments typically found in municipal wastewater collection and storm water systems in similar climates as town.
- Requirements
a. System capacity
1. Pipe compatibility
• Operational range: 150 mm to 1050 mm (6” to 42”) diameter sewer and storm water pipes. (required)
• Suitable for circular pipes, including material of construction of concrete, PVC, and HDPE. (required)
2. Camera head
• Type: pan-tilt-zoom (PTZ)
• Resolution: minimum 1080p HD video.
• Zoom: 10x optical zoom. digital zoom (optional)
• Pan and tilt: full 360° rotation and ±135° tilt.
• Lighting: integrated high-intensity led lights with adjustable brightness.
• Auto leveling or upright image orientation.
3. Crawler
• Drive type: 4-wheel or 6-wheel
• Material: corrosion-resistant (stainless steel or anodized aluminum).
• Incline capacity: up to 30 degrees
• Sensors: inclination and pitch sensors, internal temperature monitoring
• Capable of traveling up to 300 m (1,000 ft) on a single cable.
• Water resistance: submersible; ip68-rated
• Speed: variable, up to 100 ft/min
4. Cable and reel
• Length: minimum 300 m (1,000 ft) of high-strength, Kevlar-reinforced cable.
• Reel: motorized reel with automated payout and wind
• Distance encoder: accuracy within +/- 1%, shown on screen and recorded
b. Control unit and software
1. Control console
• Portable, sunlight-readable, HD screen
• Integrated controls for camera and crawler operation.
• Real-time video display with DVR recording capability.
• Compatible with standard video formats (mp4, mpeg-4).
2. Software
• Compatible with NASSCO PACP/LACP/MACP standards.
• On-screen annotation of location, defects, date and time, pipe id and operator info.
• GIS and asset management integration (preferred but optional).
• Export capabilities: pdf, excel, and digital video.
• Store to external USB, SD or networked drives
• Must provide licenses, user training and documentation with the system
c. Power and environment
• Power supply: 120v ac or battery pack (minimum 4-hour run time).
• Operable in wet and damp environments (ip67-rated or better).
• Temperature range: -10°c to +50°c operational rating.
d. Accessories and support
• Skids or wheels for various pipe sizes.
• Centralizing accessories for larger diameter pipes.
• Transport case or rugged storage.
• One-year warranty minimum.
• Provide on-site training and support upon delivery.
e. Compliance and documentation
• System must comply with CSA, FCC, and relevant country electrical and safety standards.
• Provide complete user manuals, maintenance schedules, and warranty documents.
• Include bill of materials and itemized price list in quotation.
