RFP Description

The vendor is required to provide a substance use disorder counselor within the county department of social services agency.
• The substance abuse and treatment services (SATS) specialist must work in the county department of social services building in-person Monday through Friday, excluding state observed holidays. 
• SATS specialists are required to work 8 hours each day between the hours of 8am and 5pm. 
• Teleworking is not an option. 
• The SATS specialist will provide support to the following populations: adults who receive temporary cash assistance (TCA), parents of minors who receive TCA, TCA recipients undergoing redeterminations, snap participants, snap recipients undergoing redeterminations, child welfare referrals (TCA eligible), pregnant women, and other populations identified by department case workers. 
• The SATS specialist will provide services to customers through in-person interactions, phone calls, and emails.
• The SATS specialist must enter all data elements into the SATS data system for individuals identified by department staff. 
• They must ensure all designed information is provided clearly by the department case worker with the cares number documented. 
• SATS data system access will be provided by department and department and all information received must remain confidential. 
• The SATS specialist must ensure that the SATS consent is signed by all participants and notify the appropriate case worker of refusals.
• The SATS specialist will keep ongoing and consistent communication with department case workers to report customer updates and recertification in regards to compliance with recommended treatment. 
• SATS will utilize the department treatment notification form as applicable. 
• The SATS specialist will utilize the online work readiness assessment (OWRA) for all customers assigned to them for substance use disorder treatment services. 
• The SATS specialist will maintain documentation regarding customer’s treatment milestones in 30-day intervals until the customer is discharged from the treatment program for up to 1 year. 
• This documentation provides details on how the customer utilized their treatment plan and addresses their journey through the continuum of care. 
• The SATS specialists will be, when appropriate, required to directly observe customer’s urinalysis testing. 
• The SATS specialists will collaborate with local substance use treatment providers, and other identified health professionals. 
• Means of collaboration include, but are not limited to, phone calls, emails, and fax messages. 
• The SATS specialists must abide by all state of policies and procedures.
