The Vendor is required to provide for this service would include individuals identified by community corrections as eligible participants in need of this service regardless of sex, race, national origin, religion or handicap.
- Provide service for 200-500 participants per year, testing at an average of two times per week (frequency of tests are determined by court order).
- Staff must be available during designated times.
- There must be policies and procedures in place and approved by community corrections for transgender clients.
- Tests must have a minimum of six (6) panels that include COC, THC, OPI, BZO, AMP/MAMP, and fentanyl.
- Positive tests must be confirmed by laboratory results that measure presence, levels of substance, temperature, and adulterants.
- Breathalyzers must also be available.
- have a telephone or online notification system in place that indicates required testing days updated daily.
- Clients should not be made aware in advance that testing will be required, or that testing days will be random.
- Provide accurate, complete, and written records of all collection, storage and shipping of specimens, including protocol for chain of custody.
- Collection of specimens must be observed by same sex technician.
- Laboratory test confirmations must be provided within 48 hours.
- Provide personnel to go to court to testify on case manager’s documentation procedures, chain of custody protocol and other matters as needed.
- Provide enrollment, non-compliance, and termination documentation to community corrections’ case managers within 24 hours or as soon as possible, not to exceed 72 hours.
- Separate invoices will be provided for the following sub-categories: DRC, the felony urinalysis (IUP), and the mental health jail reduction urinalysis program (MHJR).
