The vendor is required to provide an ordinance ready tax increment financing (tif) redevelopment program for select roadways in county.
- To fund public infrastructure projects in the 76 gateway area, a tif is needed to encourage private capital reinvestment in the area and enhance the current tax base of the area.
- The improvements to the 76 gateway will:
• Make the area more attractive for commercial activity
• Improve utility infrastructure
• Improve pedestrian and bike safety
• Improve traffic safety
• Improve/develop public facilities including parks and recreational opportunities
• Bring existing dilapidated buildings up to current building and planning standards - Redevelopment projects
• Possible improvements to be considered include:
• Road improvements,
• Storm-water infrastructure,
• Water and sewer construction or improvements,
• Street scaping to include street lighting,
• Access management improvements,
• Public parks and recreation areas,
• Land acquisition,
• Construction of pedestrian and bicycle paths and trails.
• Attend a preliminary meeting with county officials to prepare a schedule and list of responsibilities of all parties involved, in-person or virtually.
• Provision of a sample inducement resolution, interested parties’ registry newspaper notice, and updated interested parties’ registration form
• Preparation of a feasibility study for the TIF area
• Identify the project area and the physical and economic deficiencies that need to be addressed.
• Perform fieldwork in the TIF area to document existing conditions of land uses.
• Demonstrate that these conditions will not be addressed without some local action – the “but for” requirement
• A description of the boundaries of the area recommended for redevelopment.
• A discussion of why the area needs redevelopment.
• The redevelopment goals and objectives for the area.
• An explanation of how land in the TIF district will be used
• A budget for the life of the TIF, including the total TIF eligible costs.
• An evaluation of the fiscal and programmatic impact on the overlapping taxing bodies.
• A description of the process.
• A statement of conformance with the county’s comprehensive plan and zoning code.
• A timetable for the redevelopment of the area.
• Approval process
• Attend the required meetings of the stake-holders and public hearings, in person.
• Provide notices, resolutions, and ordinances for the county’s use.
• Advise the county through the legislative approval process.
